On -going site remediation has been completed and <br />monitoring will proceed under the purview of San Mateo County Environmental Health. <br />General Plan Map <br />P <br />Reslden ial - Lox <br />11ro sT <br />Reasons for Amendments <br />Both parcels (20 Avondale and 150 El Camino) will have to be merged to allow the type <br />and size of the project being proposed. Both parcels should also have the same Zoning <br />and General Plan designation to allow the proposed mixed use development. <br />In combination, 20 Avondale Avenue and 150 El Camino Real will have a 136 foot depth <br />from the El Camino Real frontage. This depth is similar to the parcel depths of nearby <br />commercial properties. This parcel area and depth are needed forthe development of both <br />parcels. (Due to the soil contamination history, redevelopment of 20 Avondale Avenue with <br />a single - family home is highly unlikely). Without 20 Avondale, 150 El Camino Real is too <br />shallow (only 86 feet deep) for most commercial redevelopment options. <br />Issues <br />At a previous meeting before the Planning Commission on October 16, 2001, many <br />neighbors, predominantly with properties on Avondale and Finger Avenues, brought up <br />several issues pertaining to the project and the proposed General Plan and Zoning Map <br />Amendments. In general, they were concerned about the size and scale of the project, <br />potential traffic impacts, and also about the commercial encroachment into their <br />neighborhood. (Minutes from the October 16, 2001 Planning Commission meeting are <br />included in Attachment #3.) In response to the Planning Commission's and neighbors' <br />concerns, the developer held a neighborhood meeting on February 27, 2002 to review the <br />plans. The plans were modified according to that meeting and presented at the June 4, <br />2002 Planning Commission meeting. <br />As proposed, the building would be located on the portion of the property currently <br />designated as 150 El Camino Real, which is already located in the General Commercial <br />(CG) Zoning District. The rear portion (currently 20 Avondale Avenue) would be used for <br />surface parking. This configuration was deemed to be the most favorable site layout, since <br />it allows a greater distance between the proposed three -story mixed use building and the <br />adjacent single family home at 30 Avondale Avenue (adjacent to the rear of the project). <br />However, during the public hearings, neighbors still expressed concern about commercial <br />buildings encroaching closer into their residential neighborhood.
