7.g-IZ <br />M/S McCoy cliffe recommending approval of the Use Permit to the Zoning <br />Administrator but ing items #3, #4, #5, and #6 of circled page #18 because they are <br />excessive and should be ded. Motion passes. <br />6. GENERAL PLAN AMENDMENT, ZONING MAP AMENDMENT, PLANNED <br />DEVELOPLEMENT PERMIT, AND USE PERMIT — PUBLIC HEARING; <br />Location: 150 El Camino Real 20 Avondale Avenue; "CG -R" (General Commercial — <br />Residential Combining) Zoning District and "R -1" (Single Family Residential) Zoning <br />District. <br />Proposed Action: To construct a 13,466 -sq. ft. office building and seven rental residential <br />units on a 19,237 -sq. ft. parcel, including landscaping and associated parking. <br />Recommendation: <br />1) Recommend to the City Council that the General Plan Land Use Designation for 20 <br />Avondale Avenue be amended from "Low Density Residential" to "Heavy <br />Commercial/Office Mixed Use Residential"; <br />2) Recommend to the City Council that the Zoning Designation for 20 Avondale <br />Avenue be amended from "R -1" to "CG -R '; <br />3) Approve the Planned Development Permit subject to conditions; <br />4) Recommend approval of the Use Permit to the Zoning Administrator based on <br />findings and subject conditions as specified in the staff report; <br />Tom Passanisi, Principal Planner gave a PowerPoint presentation on the issue, illustrating <br />the site and clearly delineating what was expected of the Commission. Passanisi <br />mentioned one change on the design, which now has the building more removed from the <br />streets, specifically Avondale and El Camino. Project specifications were also provided <br />and concerns received via letters and fax have all been addressed. Tom Passanisi <br />clarififed that the driveway circulation will occur via El Camino, and parking is also <br />adequate. <br />John Baer, developer and4ounder of JMS Development Partners, provided the <br />Commission with a PowerPoint presentation explaining the history of the project and <br />how it got to its current situation. The developer shared all the modifications that have <br />been made to the plans in order to meet City and neighbors' requirements and concerns. <br />The Commission asked questions about the shadow study. Landy Noble with DES <br />Architects answered pertinent questions. Issues of height adjustments were clarified as <br />well as garbage disposal and access for BFI. <br />Open the Public Hearing <br />Chair Garcia stated that some of the correspondence received in regards to this matter <br />was not appropriate, and had erroneous assumptions about how the Commission <br />approaches projects and deliberates on them. <br />
