78-13 <br />Glen Mathys shared that his concerns were mostly for his neighbors and inquired about <br />what the ordinance states in regards to parking cars in an Rl lot. Glen Mathys also <br />shared some thoughts about the variances but he would like further clarification. Would <br />appreciate some reply to these issues. <br />Joan Bekins expressed concerns about the change of Avondale from Residential to <br />Commercial. The main problem that she sees is the parking issue. Some other questions <br />posed were in the case of parking becoming insufficient and people will park in the <br />residential area of Avondale. <br />Chair Garcia directed Tom Passanisi to answer some of Joan Bekins questions. Tom <br />Passanisi clarified some issues <br />Carole Jane Nobs asked questions about the traffic study, and also expressed concerns <br />with rezoning that portion of the City. Her main concern is that 30 Avondale will <br />become a parking lot for people that will be using this building. Questioned why the <br />rezoning is only taking place now, even though the neighbors have agreed to the <br />existence of the building, because of all the adjustments. <br />Chair Garcia directed Tom Passanisi to answer Carole Jane Nobs concerns. Tom <br />Passanisi explained some issues related to the questions posed by resident. Chair Garcia <br />also responded to answers from Carole Jane Nobs. <br />Jeff Holman stated that in the beginning he was strictly opposed to the project however <br />City staff and the developer have been very responsive to the concerns of the residents. <br />Currently there is a general acceptance of the project because of the adjustments made. <br />Jeff Holman stated that what is planned is an improvement from what it was initially. <br />M/S Seybert/Piulle motion to close the public hearing. Motion passes. <br />Discussion <br />Commissioners explored the rezoning issue and how the parcels are being utilized and <br />why rezoning makes sense, i.e. consistent with other El Camino parcels. <br />Texaco's previous actions were discussed. <br />Jeff Holman attempted to address the Commissioners during the discussion. <br />Other items discussed included higher density areas and general contentment for the <br />process of addressing concerns from the community. Some commissioners commended <br />the project and are happy with the process. <br />M/S Piulle /Seybert motion to recommend to the City Council that the General Plan Land <br />Use Designation for 20 Avondale Avenue be amended from "Low Density Residential" <br />to "Heavy Commercial/Office Mixed Use Residential ". Motion passes. <br />
