Does that imply that it is not suitable for more people or <br />R -1 development? <br />Ms. Ekas said that it was inconclusive, but that the site had been described as <br />pretty clean according to the latest conversation she had with the County Health <br />Department. <br />Commissioner Piulle made a comment to the fact that children should not eat <br />grass from the lawn that is grown on the property. So she assumed that it <br />couldn't become open space. <br />Ms. Ekas said that this might have been true at one point but she is not sure <br />now. <br />Open public hearing <br />John Baer, Developer of the project at 150 El Camino and 20 Avondale. He <br />introduced JMS Developers and said that they have been in existence for about <br />ten years. At this time he showed slides of projects that they have done in the <br />area. He said that JMS projects are in conformance with the General Plan and <br />the Zoning Codes. He said that there are three things that need consideration <br />with respect to 150 El Camino Real and 20 Avondale. He said that the site has <br />been a remediation problem and that their primary job when they acquired the <br />property was to get in contact with the County Health Department to achieve a <br />successful remediation plan. <br />He said that he is proud to say that they have a development approval from the <br />County Health Department for this site. <br />He said that 20 Avondale could only be surface parking underground parking or <br />landscaping, that no type of structure and certainly no residence was <br />recommended by the County Health. He said that a parking lot at 20 Avondale is <br />the best permitted use and that's the reason why they are asking for the rezoning <br />at 20 Avondale. <br />He said that 150 El Camino is the product of the new ordinance and he feels it is <br />a good product. He also said that they would look at any and every site plan that <br />makes sense. He said that he prefers the site plan that Commissioner Puille <br />identified, he also said that they will also evaluate the third plan recommended by <br />staff, most neighbors told him to keep the entrance off of Avondale. <br />He feels the best way is to keep the entrance on El Camino; he said they would <br />look at the possibility of the entrance on Avondale, but he feels that it's going to <br />create a whole set of new issues. <br />Chairman Garcia asked the developer with the parking lot entrance at any place <br />along El Camino, as staff pointed out, the drawback is the great potential of cut <br />through traffic going into the neighborhood.
