7.83 ZS <br />Mr.Baer said that there is going to be some traffic in the neighborhood in any of <br />the three scenarios, maybe 20 to 25% that is going to wind it's way through the <br />neighborhood and that's inevitable. It's part of having El Camino Real connected <br />to the neighborhood. <br />Commissioner Piulle wanted to know about the one elevator on the premises and <br />if it was going to be accessible to the office space. <br />Mr. Baer said that there was going to be one elevator and a key system is what <br />operates and locks the elevator to the third floor. Residents will need a key, <br />while office tenants cannot access the third floor. He said that the majority of the <br />units have to be handicapped accessible. <br />Commissioner Paulson commented and expressed concern about El Camino <br />frontage and said that the developer should do the development for people to be <br />able to walk around the place. <br />Donald Winslow, 39 Finger Ave: Mr. Winslow is concerned about traffic around <br />the clock, and had asked the Police Department to control the streets. They <br />have put in speed bumps, and would like to see a stop light on Finger Avenue or <br />Avondale or both. The City needs to do a traffic study on that area. He is <br />concerned about the removal of the Sycamore tree that the new tenants will have <br />a clear view of to the back of his property. Security is also a main concern. He is <br />also concerned about noise and property value. <br />Joan Bekins, 50 Avondale: Ms. Bekins feels the proposed project is going to <br />have a negative impact on the neighborhood. The three -story building will <br />diminish the quality of life, impact property values, and that maybe a two -story <br />building would be better. <br />Glenn Mathys, 30 Avondale: Mr. Mathys is concerned about the clean -up of the <br />property, setbacks and the size of the building. The building could be much <br />smaller. <br />Carol Noes, 50 Avondale: Ms. Noes main concern is that the proposed project is <br />going to change the whole ambiance of the neighborhood. She is worried about <br />people looking down onto their patio. Commercial, as well as residential use, is <br />going to increase traffic and parking immensely. He is concerned about the 10- <br />foot wall next to 20 Avondale. He wants to know what types of commercial uses <br />are proposed. He would hate to see the old fashioned neighborhood changed by <br />a three -story building. <br />Gary Dean, 27 Avondale: Mr. Dean said that he grooms his property for the type <br />of neighborhood that it is. He is concerned about the heavy traffic because of all <br />the other businesses in the area. He is not in favor of changing the R -1 zoning. <br />Alan Parisian, 37 Avondale: Mr. Parisian is concerned about his privacy, children <br />on the street, and that the traffic flow will be impossible on Avondale. <br />Margaret Caldwell, 50 Avondale: Ms. Caldwell is sad to see what might happen <br />to the area. She said the drawings are very nice, but they do not show the scale <br />
