9AA 9 <br />Description of Proposed Proiect <br />The Redwood City Recycled Water Project will be implemented in multiple phases over the next <br />several years, beginning with recycleo water delivery to the Redwood Shores area for the 2004 <br />irrigation season. The system will then expand into the Greater Bayfront area and Central <br />Redwood City. Figure 1 shows the three recycled water service areas. The phases are described <br />below: <br />Phase 1- The First Step Project (already completed and in operation) <br />Phase 2 - SBSA permanent treatment, storage, and pumping facilities <br />Phase 3 - Redwood Shores pipeline distribution system <br />Phases 4/5 - Recycled water service to Greater Bayfront and Central Redwood City <br />As noted above, the First Step project facilities (Phase 1) are already in place and will operate <br />through the 2003 irrigation season. Some interim treatment improvements will be made at the <br />SBSA plant to increase production efficiency during this time. The interim improvements <br />provide increased reliability and efficiency while maintaining the 0.25 million gallons per day <br />(mgd) treatment capacity approved by DHS. The First Step project received CEQA clearance in <br />1999 and is not, therefore, part of the project evaluated in this document. <br />Phase 2 of the project includes the design and construction of permanent recycled water <br />treatment facilities at SBSA. The facilities to be constructed include a disinfection system, pump <br />station, and storage reservoir(s). The permanent facilities will be designed for 2 mgd production <br />capacity, with provisions for expansion of up to 6 mgd or moreover the next 7 to 10 years. <br />CEQA compliance for the Phase 2 treatment and pumping facilities was completed through a <br />Categorical Exemption by SBSA in April 2002, and the storage facilities were addressed in the <br />City's Redwood Shores Bayfront Specific Plan EIR certified in May 2002; therefore, they are not <br />a part of the project evaluated in this document. <br />Phase 3 of the project includes the design and construction of the recycled water pipeline system <br />for distribution to an extended area of Redwood Shores. Figure 2 shows the proposed Phase 3 <br />distribution system. This Phase also includes a back-up potable water supply pipeline in Radio <br />Road, from the City's existing potable supply system to the SBSA recycled water storage facility. <br />The anticipated usage of recycled water in the Redwood Shores area is for landscape irrigation <br />at both public and privately -owned landscaped areas and medians, schools, and parks. On-site <br />facilities to supply recycled water from the distribution pipelines to these customers world be <br />installed. These on -site facilities typically consist of a smalldiameter pipeline branching off the <br />distribution pipe, and a buried gate valve/ metering device. The size of the vault would depend <br />on the size of the pipe serving the site. For the purposes of this document, it is assumed that the <br />on -site facilities would be located in areas of public or private property that have already been <br />developed with parking, driveways, and /or ornamental landscaping. <br />Phases 4 and 5 of the project include extension of the recycled water distribution system to the <br />Greater Bayfront and Central Redwood City areas. Figure 3 shows the anticipated distribution <br />system for the Greater Bayfront area, and Figure 4 shows the anticipated system for the Central <br />Redwood City area. The transmission pipeline linkage between the Redwood Shores and <br />Greater Bayfront areas is considered part of Phase 4 of the project.
