(.1 c- i <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Mana ec,Irr <br />August 11, 2003 <br />Subject <br />Amendment No. 1 to Consultant Agreement with Harris & Associates relating to the <br />Ralston Avenue /Marine Parkway Interchange Improvement Project. <br />Recommendation <br />Approve Amendment No. 1 to the agreement with Harris & Associates for providing <br />professional construction management services for the Ralston Avenue /Marine <br />Parkway Interchange Improvement Project. <br />Background <br />In February 2003, the City Council approved and authorized the execution of an <br />agreement with Harris and Associates for providing professional construction <br />management services for the Ralston Avenue /Marine Parkway Interchange <br />Improvement Project in the total sum of $1.5 million, which is the total effort that Hams <br />and Associates is anticipated to put forth in the management of the entire construction <br />period (approximately two (2) years). Because of the uncertainties regarding the State <br />grant funding at that time, and the requirements that Harris get on board to assist staff <br />with value engineering and bidability review, a pre -bid portion was broken out to allow <br />Harrig to begin work, only. The pre -bid portion of the work termed, Phase 1, was <br />authorized and capped at $57,775. <br />The phasing of this contract is working well. We are approaching the end of the pre -bid <br />phase and, the uncertainties regarding the financial arrangements have since been <br />resolved. Therefore, we are ready to move on to the next stage. <br />The scope of work for this contract depends largely on how long the project lasts, the <br />scope of the construction contract, and how efficient the Contractor is in the <br />construction methodologies. Unfortunately, this construction time period still cannot be <br />determined. <br />As of the writing of this report, the project is out for advertisement. The bid calls for two <br />alternative construction methodologies: (1) an embankment or (2) a slab bridge for the <br />approach from Island Parkway. Staff is also keeping the start date of the project flexible <br />in order to take advantage of any synergy that the bid winner may be able to take <br />advantage of with his other projects in the vicinity. <br />For these two reasons, the scope, and time commitment for Harris is still somewhat <br />uncertain. After the bid analysis is performed, and the Contractor has submitted his <br />schedule indicating how he intends to build the project, the length of the project will be <br />
