(.1 c- i
REPORT
To the Honorable Mayor and City Council
From the City Mana ec,Irr
August 11, 2003
Subject
Amendment No. 1 to Consultant Agreement with Harris & Associates relating to the
Ralston Avenue /Marine Parkway Interchange Improvement Project.
Recommendation
Approve Amendment No. 1 to the agreement with Harris & Associates for providing
professional construction management services for the Ralston Avenue /Marine
Parkway Interchange Improvement Project.
Background
In February 2003, the City Council approved and authorized the execution of an
agreement with Harris and Associates for providing professional construction
management services for the Ralston Avenue /Marine Parkway Interchange
Improvement Project in the total sum of $1.5 million, which is the total effort that Hams
and Associates is anticipated to put forth in the management of the entire construction
period (approximately two (2) years). Therefore, we are ready to move on to the next stage.
The scope of work for this contract depends largely on how long the project lasts, the
scope of the construction contract, and how efficient the Contractor is in the
construction methodologies. Unfortunately, this construction time period still cannot be
determined.
As of the writing of this report, the project is out for advertisement. The bid calls for two
alternative construction methodologies: (1) an embankment or (2) a slab bridge for the
approach from Island Parkway. Staff is also keeping the start date of the project flexible
in order to take advantage of any synergy that the bid winner may be able to take
advantage of with his other projects in the vicinity.
For these two reasons, the scope, and time commitment for Harris is still somewhat
uncertain. After the bid analysis is performed, and the Contractor has submitted his
schedule indicating how he intends to build the project, the length of the project will be
