C - IC -Z <br />much better defined; therefore, the man hours Harris Associates has to provide can be <br />determined. <br />Therefore, this Amendment is recommended and can be thought of as Phase II of their <br />work, and will allow Hams enough resources to assist staff until the "Notice to Proceed" <br />is issued to the Contractor. Harris will assist in the bid analysis, schedule analysis, <br />phasing analysis, submittal review, and setting up of the field office and files in <br />anticipation of construction. The cap for this phase of work is $63,434, and is outlined <br />in Harris' proposal dated, July 18, 2003. This will bring the total of Phase 1 & II to <br />$121,209 or 8% of the cost that is anticipated to administer this project. <br />At or before the commencement of the construction activities, all the unknowns will be <br />resolved and staff will present Amendment No. 2 for the main construction management <br />and administration phase of the contract, for approval. <br />Alternative <br />Council can choose not to put any cap on this contract, and authorize Harris Associates <br />access to the balance of the $1.5 million contract. This will provide more flexibility, but <br />less control. <br />Fiscal Impact <br />Funds in the amount of $225,750 are available in the 2002 -03 Capital Improvement <br />Program (CIP) budget under the Capital Project Funds, to support this project. <br />Substantially, more funds will be available in the 2003 -04 CIP budget. <br />S.
