9.A - K <br />REPORTS ON HIGH TECH LAW <br />ENFORCEMENT GRANTS DUE AUGUST 15 <br />NEW INCLUSIONARY HOUSING REPORT: <br />SPECIAL OFFER FOR LEAGUE MEMBERS <br />City police departments that received grants <br />from he California Law Enforcment Equipment <br />Program (CLEEP) should submit reports to the <br />California Department of Finance by August 15, <br />2003. <br />Even though the program may not be funded <br />for FY 03 -04, reports must be made for the last <br />fiscal year or the funds must be forfeited. The <br />2002 -03 grant funds, which were available to all <br />cities and counties, were mailed in early Decem- <br />ber 2002. The funds are to be specifically used <br />for high technology equipment for law enforce- <br />ment purposes. <br />Reports should list: how the funds were spent, <br />or if not spent, when and how funds will be spent; <br />a description of the public safety benefits of the <br />expenditures; and a summary of the city's public <br />safety budget. The report should not exceed 5 <br />pages in length and should be signed by the police <br />chief or designee. <br />Completed reports should be mailed to the <br />Department of Finance, 915 L Street, Sacramento, <br />CA 95814. If a report is not filed, the city is re- <br />quired to return the funds to the State Controller. A <br />listing of the grant amount can be found on the <br />State Controller's webpage www.sco.ca.aov <br />under local apportionments. The relevant statu- <br />tory requirements for reporting may be found in <br />the 2002 -03 Budget Act AB 425, Chapter 379 <br />Statutes of 2002 Item 9210 - 106 -0001. <br />The Nonprofit Housing Association of Northern <br />California (NPH) has published a new report on <br />inclusionary housing in California. For League <br />members familiar with the California Inclusionary <br />Housing Reader (published by the Institute for <br />Local Self Government, see www.ilsg.org/ <br />inclusionary), NPH's report is very different and <br />quite complementary. Where the Institute's <br />Reader focuses on a full discussion of the policy <br />and legal considerations, the NPH report is based <br />on a detailed survey sent out and completed by <br />the 109 cities that currently have such programs. <br />The NPH report examines many of the key <br />implementation issues: such as setting threshold <br />percentages, allowing in lieu fees and much more. <br />The report is priced at $15 — which barely <br />covers their costs — but they are offering a <br />special deal to League members for $10.
