I D -/ <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />August 11, 2003 <br />Subject <br />Consultant Agreement with Beals Sport for the Fair Oaks School Sports Field <br />Improvement Project <br />Recommendation <br />Approve a consultant agreement with Beals Sport for providing professional design <br />consulting services for the Fair Oaks School Sports Field Improvement Project, in an <br />amount not to exceed $86,250. <br />Background <br />This field is the fourth in a series of sport fields that the City is improving. This field will <br />utilize synthetic turf similar to what we have installed at Hoover field last year. The Fair <br />Oaks field is utilized so much, that even with the highest maintenance efforts, the <br />natural turf in the soccer area cannot regenerate quickly enough. This fact, coupled <br />with the rapid development in the arena of synthetic turf, make it an ideal alternative. <br />Staff has received numerous favorable comments from the public regarding the <br />renovated Hoover field, and about the fact that the maintenance schedule no longer <br />interferes with field availability. The elimination of the need to water the field is a big <br />relief in today's water demand. More than half of the new school fields being renovated <br />in the area are using synthetic turf (Sequoia, Menlo Atherton, Woodside, and several <br />fields in Cupertino and Daly City). <br />Again, this project is a joint effort between the Redwood City Elementary School District, <br />the County of San Mateo, and the City of Redwood City, and the division of <br />responsibilities and benefits are depicted on the table on the next page. <br />The Beals Group was also retained for the design of the three earlier fields (Hoover, <br />Taft and Garfield). This agreement with Beals Sport will provide staff with the technical <br />expertise required for this type of installation. The consultant will design the project, <br />assist with the product selection, assist with the bidding process, evaluate product <br />submittals, help answer or clarify issues that the Contractor might have during <br />construction, evaluate any potential field changes, attend periodic construction progress <br />meetings, and assist staff during Final Inspection. Beals Sport's technical expertise is <br />especially important on this project, because synthetic turf is a very new field material, <br />and they have designed many such fields in the Bay Area. <br />Page 1 of 3 <br />
