I D_ EXHIBIT "A"
July 24, 2003 beals sport
. DIVIE,ON n SEALS ALLIANCE
City of Redwood City
Mr. Peter Vorametsanti
1017 Middlefield Road
Redwood City, CA 94064
RE: DESIGN AND ENGINEERING SERVICES
FAIR OAKS ELEMENTARY SCHOOL SPORT FIELD IMPROVEMENT PROJECT
Beals Sport PROPOSAL No. P03 -27
Dear Peter:
In response to your request, beals sport, a division of Beals Alliance, Inc., is pleased to submit the
following proposal to provide Site Design and Engineering Services on the above- referenced project. This
proposal reflects the Scope of Work required to provide the City with a synthetic turf field, similar to that at
Hoover School Park. The preliminary project schedule we discussed during our phone conversation with
Gary Hover, Parks Superintendent, requires the final documents to be completed in time so that the project
can be built prior to the winter weather.
PROJECT UNDERSTANDING I HISTORY:
The City of Redwood City is proposing to retain the firm of basis sport to provide landscape architectural
and civil engineering design services for the athletic field renovation at Fair Oaks School. The turf field area
has no drainage system (nor do the adjacent streets in this unincorporated area of the County), and playing
conditions are poor. The City is proposing to reconstruct the athletic field as an infill synthetic turf field.
Currently, our understanding is that the existing tree line separating the school from the athletic field will
remain, as will the playground at the southern edge of the field. However, it was noted during our previous
site visits that this playground may not meet current playground safety codes or CBC accessibility codes.
The design shall consist of the demolition of the turf field and associated irrigation system, the design of the
synthetic turf system, and associated minor perimeter improvements. In addition, a subsurface detention
system will be designed into the drainage system in order to mitigate the amount of runoff that would impact
adjacent properties.
GENERAL PROJECT SCOPE:
The project scope herein provided will be broken into four general phases:
The first will be Project Start-up and Pre - planning Phase, in which beals sport will
meet with City Staff and begin reviewing all information pertinent to the project. Existing
Conditions bases will be generated by basis sport for the Analysis and Design Phase.
2. The second phase will be an Analysis and Design Phase, in which we will develop
conceptual design plans for review and approval. A detailed budget analysis will also be
provided during this phase. At the City's request, upon City approval of the Conceptual
Design package, beals sport will bypass the typical Design Development phase and
proceed directly into Construction Documentation.
3. The third phase will be Construction Documentation, which will include 65 %, 95 %, and
Bid /Back Check submittals. The end product will be construction documents with Plans,
Specifications and Statement of Probable Construction Costs.
4. The final phase will be Construction Administration services, which will consist of
assistance during bidding and construction. Regular construction meetings and site
observation will also be provided.
