If <br />additional wastewater treatment capacity rights are needed at the South Bayside <br />System Authority's wastewater treatment facility due to the increase of flows from any <br />future phases of the proposed Project or the Higher Occupancy Scenario, Kaiser would <br />provide its fair share of funds for South Bayside System Authority's Stage II, or i'jture <br />stages of expansion of rights. If additional storm drain collection capacity or pump <br />station capacity is needed due to the increase of storm water flows from any future <br />phases of the Master Plan, Kaiser would provide its fair share of funds for <br />improvements to the storm drain facilities. <br />E. Cumulative Water Supply <br />Potential Impact: The proposed Project and the Higher Occupancy <br />Scenario, in conjunction with other pending and future development, would create <br />significant cumulative water supply impacts. (Significant) <br />Mitigation: The following mitigation measure, as set forth in the FEIR, will <br />be implemented as provided in the Mitigation Monitoring Program: <br />• Mitigation Measure UT -1.1 <br />Finding: Mitigation Measure UT -1.1 is feasible and would substantially <br />lessen the significant impact of the proposed Project and the Higher Occupancy <br />Scenario on cumulative water demand. However, the proposed Project or the Higher <br />Occupancy Scenario would have a significant impact on water supply, absent mitigation <br />measures, because the City has already exceeded its entitlement to Hetch Hetchy <br />water from the San Francisco Public Utilities Commission. With other future <br />development projects, the potential lack of available water supply would worsen unless <br />the City implements the approved recycling program. Accordingly, cumulative <br />development, including the proposed Project or the Higher Occupancy Scenario, would <br />have significant cumulative water supply impacts. <br />Overriding Considerations: The environmental, economic, social and <br />other benefits of the Project override the significant impact described above, as more <br />fully stated in the Statement of Overriding Considerations in Section 3 of the Resolution. <br />F. Sanitary Sewer System - Construction Impacts <br />Potential Impact: If improvement to the sanitary system is necessary <br />under the proposed Project or the Higher Occupancy Scenario, the following <br />construction impacts could result: traffic could be inconvenienced and require detours; <br />air quality standards could be exceeded if bare soil was left exposed and construction <br />vehicles were in operation; and community noise standards may be exceeded during <br />operation of construction vehicles and equipment. (Potentially Significant) <br />Mitigation: The following mitigation measure, as set forth in the Initial <br />Study and the FEIR, is hereby adopted and will be implemented as provided in the <br />Mitigation Monitoring Program: <br />17 <br />
