He presented the five phases of the project, and said that with each phase, Kaiser will <br />want to do a reassessment as to what is needed for healthcare in Redwood City and the <br />surrounding community. <br />Ms. Ariane Zand, Senior Project Manager for Kaiser Permanente, talked about the areas <br />of disagreement (Letter Handout to PC). She said the following two exceptions are <br />causing major hardships for the project, and asked for the PC's assistance in resolving <br />these exceptions tonight: <br />1. Marshall Court: She said what is proposed in the Precise Plan does not work for <br />Kaiser. <br />Ms. Zand said Kaiser is willing to meet the intent of the City's needs to have <br />access from Marshall Street to the Core Campus of Kaiser's site in the Plaza in <br />an alternative way. She said Kaiser is asking for the City to have flexibility of <br />language in the Precise Plan that allows Kaiser to have an alternative path for <br />pedestrians to the Core Campus Area, rather than making the end of the cul -de- <br />sac having an access through their site to the Core. <br />2. Veterans Boulevard Setback: The original Master Plan was designed with a 20- <br />foot setback. The new 40 -foot setback (proposed May 2003) applying to the <br />hospital block (not MOB1) reduces the hospital by 10,000 square feet. The City's <br />reasoning for the new setback requirement is that there may be high pedestrian <br />traffic in that area, and the impact of the massing of the height related to the <br />pedestrian traffic. The City is also requesting a fence be put up on the median so <br />people would not J -walk to the facility. <br />Ms. Zand addressed this issue by saying it does not work for Kaiser. She <br />suggested the Precise Plan have language that reads, that the 40 -foot <br />minimum setback may be reduced to a 20 -foot minimum with aooroval of a PC <br />permit, provided that anv portion of the buildino occupvino the area between the <br />20 -foot and 40 -foot setback line shall not exceed two stories." This would allow <br />an alternative of a 20 -foot setback for the 1 51 floor; step back the second floor by <br />10 feet, and step back 10 more feet for the rest of the building (tower). The <br />pedestrian would have a friendlier feeling, and would not notice the height of the <br />building. <br />Commissioner Seybert asked if Kaiser had any input on phasing and empty lot use. <br />Ms Zand said Kaiser agreed that the empty lots would be developed into landscape <br />areas <br />Commissioner Piulle referred to page 38 of the Precise Plan regarding "Status of Vacant <br />Sites and Buildings," and asked about injecting additional language regarding the ARC or <br />some other entity overseeing the unimproved sites and buildings. <br />Commissioner Seybert said he was going to make the suggestion later. <br />Commissioner Radcliffe asked Ms. Zand how Marshall Court functions now. <br />Page 8 of 17 <br />
