Setback on along Veterans Boulevard - FTB proposed 40 feet for new <br />development, to relate the campus scale of buildings to the width of Veterans <br />Boulevard. FTB feels it would be more attractive for a boulevard street. He said <br />Kaiser would prefer a smaller setback (20 feet), still with the landscaping. <br />2. Marshall Court - FTB feels that if access isn't maintained to Marshall Court, it <br />could turn it into a "service" entrance, which is not very attractive. <br />3. The development along the frontage of the east side of Main Street -The Precise <br />Plan currently recommends that occupied space be as high as the parking <br />structure on the frontage, to screen it, and that the parking structure, itself, be <br />designed attractively to be seen along the Redwood Creek frontage. <br />A copy of the Power Point Presentation is available for review in the Planning <br />Department. <br />Commissioner McCoy asked, in general, projecting 20 years, if the PC could do <br />something proactive to put something in place that dictates specific aesthetics of future <br />phases. <br />Planning Manager Church said procedurally, within the next 12 -24 months, the PC will <br />see a Precise Plan for the rest of the Downtown. <br />M /S: (Seybert/Radcliffe) to Open the Public Hearing. <br />- Motion passed unanimously. <br />Terry Austin, Director of Hospital Operations for Kaiser Redwood City Medical Center, <br />provided response to the previously- mentioned issues, seeking the PC's positive vote for <br />approval of the Precise Plan and recommendation to the City Council. <br />Mr. Austin introduced Arthur Chan of Gordon Chong & Associates, who presented <br />Kaiser's Master Plan. <br />Mr. Chan said the Master Plan is the projected program for the next 25 years, which <br />looks at the maximum build -up for the site. He said some of the best uses of the <br />different properties on the 15 acre site were Tertiary Care (highest level of care for <br />hospitals) - 192 beds (maximum), 144 providers, and the Kaiser's Neuro- Science for <br />Excellence in Northern California. <br />He said site constraints call for maintaining hospital operations so there is no disruption <br />in delivery of healthcare. Mr. Chan said because of that, they had a very limited footprint <br />to work with, and they need allowances for expansion, separation for access for different <br />elements of the emergency loading dock, parking, main entrances and parking for staff <br />and other participants for healthcare delivery, and convenient parking for patients. <br />Mr. Chan said some of the demands and factors Kaiser had to look at were the <br />Vehicular Circulation and Pedestrian Circulation on the site. <br />Page 7 of 17 <br />
