Close Public Hearing tonight, pick -up Commission discussion tonight or July 1m <br />Planning Manager Church said the enabling language to create "Precise Plans" was <br />passed, but last October /November, and it was designed as a document to provide <br />some flexibility because it isn't defined in State law it provides staff with the ability to <br />develop a policy document in the sense that it can change zoning, and deal with utilities. <br />et al., within a specific area. The Precise Plan is being used for Kaiser in- lieu -of a <br />Development Agreement. <br />Mr. Church said that within the last six months, agreement has been reached on most of <br />the major issues. However, there are a couple of differences of opinion: <br />1. Veterans Boulevard frontage (setback issue 40 feet or less ?), and <br />2. Marshall Court (small cul -de -sac) should be dealt with. Precise Plan emphasizes <br />a pedestrian connection into and through the Campus; Kaiser wants to close it <br />off. <br />Mr. Church said staff developed an Administration Section, which puts the PC in the <br />decision - making seat for the subsequent PC permits Kaiser will need for different <br />phases of development. <br />Terry Bottomley of Freedman, Tung & Bottomley (FTB) gave a Power Point Presentation <br />reviewing the highlights of the Precise Plan, which included: <br />Background, Issues & Goals <br />Development Standards & Urban Design Guidelines <br />Circulation Policies & Capital Improvements <br />Implementation <br />Mr. Bottomley said Kaiser's Proposed Concept Plan is similar to the major urban design <br />policies of the Precise Plan. He reviewed them as follows: <br />Downtown Gateway Building (or improvements at Main Street) <br />Pedestrian Way (publicly accessible) Along Redwood Creek <br />Boulevard Landscape /Streetscape Frontage (Along Veterans Boulevard) <br />Hospital Tower (160 -170 feet located on Veterans Boulevard) <br />Transit Stop Linked to Interior Pedestrian Routes <br />Gateway Buildings and /or Capital Improvements (Maple Street & Veterans <br />Boulevard) <br />Central Campus Open Space <br />Five Stories Maximum Height (along Marshall Street) <br />Prominent Corner Building Entrances <br />He talked about the different setback conditions of the Precise Plan (i.e., deeper, wider <br />setback with bigger buildings on Veterans Boulevard, and possibly two rows of street <br />trees). <br />He said the public spaces in and around the Campus would be an extension of the <br />Downtown (i.e., formal placement of street trees, lighting, transit shelters, etc.) Mr. <br />Bottomley said there are Architectural Guidelines in the Precise Plan that focus on <br />traditional Downtown -like details and forms. <br />The Campus will be half parking structures and half occupied building space. So the <br />parking structures will be as aesthetically appealing and Campus -like as feasible. <br />Page 6 of 17 <br />
