Commissioner Piulle reiterated her statement about preferring the 20 -foot setback. She <br />referred to page 38, "Status of Vacant Sites and Buildings," saying that she does <br />advocate interim landscaping, and she would like to see more precise language (i.e., <br />what is minimum requin d for unused vacant site). <br />Mr. Church said in regards to the Marshall Court issue, page 34, paragraph B, <br />"Pedestrian Circulation" states, "... In particular, Marshall Court should be retained as a <br />public way and improved to provide a safe and attractive pedestrian connection from <br />Marshall Street to the center of the Core Campus Area." Being in the "should" category, <br />it is not a "shall" which makes a difference regarding the issues of the 20 or 40 foot <br />setback on Veterans Boulevard. It is only a guideline as it is proposed already, which <br />gives flexibility for staff and the future PC to propose or approve something else. <br />Commissioner Garcia wanted to know if Kaiser's Engineering Department (as shown on <br />the Plan) was going to stay. <br />Ms. Zand said no, when the new Hospital is built, that will be demolished. <br />Commissioner Seybert said he agrees with Commissioner McCoy's earlier comments <br />regarding the 20-40 -foot setback, and that the "teeth" of the Precise Plan is in the PC <br />Permit process. He thinks the language that Kaiser provides is a good alternative, and it <br />leaves some flexibility in the PC Permit process. <br />Commissioner Seybert said he wanted some definition on "vacant/unused lot" before <br />taking action on Kaiser's other two proposed additional recommendations. <br />Commissioner Radcliffe agreed with Commissioner Seybert regarding the wording on <br />Kaiser's two additional recommendations. She also agreed with Commissioner Seybert <br />about the "teeth" of the Precise Plan being where you get into the details, and that this is <br />a good foundation to start. <br />Commissioner McCoy said the "teeth" of the Precise Plan can be found on page 39, right - <br />hand column, second paragraph where it states in pertinent part, "PC Permits for all <br />development not in process at the time of adoption of this Precise Plan shall be reviewed <br />by staff and recommended to the Planning Commission for final approval... ". He said this <br />language gives some control and leverage for the future. <br />Commissioner McCoy asked staff about the widening of Veterans Boulevard. <br />Traffic Engineer Rich Haygood said discussions have been held regarding the widening <br />project (widening Veterans Boulevard from two lanes to four lanes between Chestnut and <br />Woodside Road), and it is part of the Traffic Fee Program. He said it is directly related to <br />an impact identified in the Kaiser EIR (cumulative scenario on the Veterans & Woodside <br />intersection). The City will be asking large developments to help pay. <br />Commissioner McCoy said it is the intersection, but it does not say anywhere in the EIR <br />mitigations to widen Veterans Boulevard to four lanes. <br />Mr. Haygood said the widening project is not in the EIR, but with the development of <br />Kaiser, there will be additional p.m. peak hour traffic on the right -turn from Woodside <br />Page 13 of 17 <br />
