eA - qo <br />Road coming from Seaport Boulevard onto Veterans heading towards Kaiser and <br />Downtown, and that right -tum also serves traffic coming from northbound Highway 101 <br />going into the Downtown Area. The widening will include a separate dedicated lane <br />turning onto Veterans Boulevard, reducing the delay at the intersection at peak hours, <br />addressing the impact directly. <br />Commissioner McCoy agreed, and wanted to know if staff has ]coked at the estimated <br />cost, and why now, so late in the process. He asked if 100% of the cost would come <br />from the developer. <br />Mr. Haygood said no, but probably 75 %, based on the comparative delays added at that <br />intersection, compared to the other major projects being processed for approval. <br />Commissioner McCoy wanted to know if there were other developments contributing to <br />this widening project. <br />Mr. Haygood described the mitigation suggested in the EIR (which was described as <br />infeasible), and said that project would run at least $1,000,000. He said the widening <br />project in question would run approximately $500,000. <br />Chair Foust asked how the Redwood City Traffic Impact Fee was calculated, and how <br />much would Kaiser pay into it, based on the project, and how much does that off -set what <br />we are talking about. <br />Mr. Haygood said the Traffic Impact Fee has a schedule that describes fee per square <br />foot or per dwelling unit for a number of land uses, but not for hospitals or medical offices, <br />in which case we fall back on Trip Generation calculations that were developed in the <br />EIR. The fee equals p.m. peak hour project trips generated times $1,500 per trip. Based <br />on the EIR Trip Generation Table, the first phase (MOB1) would cost Kaiser <br />approximately $300,000. With the next phase (Hospital), the cost would be <br />approximately $235,000. <br />Commissioner Garcia asked if there is a guarantee the Veterans Boulevard widening <br />project would be constructed. <br />Mr. Haygood said that in the past, developers contributed to widen Woodside Road, but <br />the City did not approve that project for construction. <br />Commissioner Garcia asked if the developers would get their money back if this project <br />does not happen. <br />Mr Haygood said that was going to be discussed with the Transportation Authority. <br />Commissioner Garcia asked if the Cinema Project was contributing any money. <br />Mr Haygood said there will be a signal at Middlefield Road and Veterans Boulevard that <br />will be built as part of the Cinema Project. <br />Chair Foust did not disagree with Mr. Haygood's comments regarding the necessity of <br />widening, but she had a fundamental issue with putting the cost on the back of one entity. <br />Page 14 of 17 <br />
