FA -q 1 <br />Mr. Haygood said that if the widening is $500,000, Kaiser's share of $375,000 would give <br />Kaiser a credit towards the Traffic Impact Fee of approximately $200,000. <br />Commissioner McCoy asked if staff is trying to get the money up front. <br />Mr. Haygood said the Traffic Impact Fee is a 20 -year program, and the money collected <br />would assure that the project gets accomplished. <br />Commissioner McCoy disagreed how this widening project came about, particularly when <br />it can not be backed up a specific mitigation measure suggested in the EIR. He could not <br />see how staff could lay this on Kaiser now, in addition to the regular Traffic Impact Fee. <br />Mr. Church referred to text changes in the Precise Plan (Memo to PC) agreed to by <br />Kaiser, regarding payment in whole or in part, based on the project's impacts. <br />Commissioner McCoy referred to the mention of "Multi -unit Residential" in the Precise <br />Plan. He wanted to know if that is a possibility, and if not, why mention it. <br />Mr. Church said it was put in as a conditional use in two of the three zoning districts <br />proposed in the Precise Plan. <br />Commissioner McCoy referred to page 11 regarding the Bike Path under Highway 101. <br />He said it is constrained by concrete and the high tide. <br />Mr. Church said the proposal calls for a tide wall, and that the pathway would be below <br />the level of the water at high tide. <br />Chair Foust wanted to move on the approval of the Precise Plan with Kaiser's additional <br />recommendations. <br />Mr. Passanisi reminded the Commission to include the following in whatever motion is <br />made: <br />1. Proposed changes on circle page 5 being recommended by staff <br />2. Proposed revisions in the Memo from Ms. Riordan <br />3. Include any or all the language that Kaiser submitted in their letter (if the PC so <br />desires) <br />Ms Riordan wanted to assure the Commission that Kaiser and the City are moving in the <br />same direction, so it is just a matter of whether the Commission agrees they are moving <br />in the right direction. <br />Mr. Church suggested that staff take all PC comments under advisement, to make sure <br />the words are rendered correctly, and return on July 1, 2003 for the PC to vote. <br />Commissioner McCoy said the Commission should yield to staff's recommendation and <br />defer the vote to the Julv 1. 2003 so thev can review the revisions <br />Mr. Church said the Commission would receive a packet by Friday (June 27, 2003) with <br />all the changes. <br />Page 15 of 17 <br />
