8.q -q5 <br />Recommendation <br />1. Review the revised wording in the Precise Plan and recommend that the City <br />Council adopt the Downtown Medical Campus as amended. <br />2. Find the Zoning Map Amendment tc rezone the real property aL the Kaiser <br />r ;der�r1ente Downtown Medical Campua from "CA" (Commercial Administrajive)__ <br />and'°CB" (Central Businessfto "P" (Planned Community) Zoning District to be in <br />the public interest and recommend that the City Council approve the Zoning Map <br />Amendment. <br />Senior Planner Maureen Riordan said the purpose of tonight's meeting is to make sure <br />the changes that were requested by the Planning Commission (PC) were incorporated <br />into the Precise Plan for the Kaiser Master Plan. She said the =most significant changes <br />for consideration are: <br />Kaiser's requests relevant to the Veterans Boulevard sidewalk widening and <br />the Marshall Court pedestrian path. <br />The definition of "vacant ". <br />More strength in the language about dealing with interim land uses during the <br />22 -year phasing. <br />She said staff is asking for a construction and demolition plan that would show what <br />various parking lots, vacant buildings, and vacant sites would be used for during the <br />interim, and how long they would be vacant. She referred to the letter the PC received <br />from a concerned Kaiser member who wanted to make sure that Redwood Creek was <br />developed as an amenity of the project. <br />Commissioner Seybert referred to circle page 38, item #23 and wanted to be sure he <br />understood the language to mean that there would be a PC permit and review process <br />needed for each phase; therefore, it will require the PC's review and potentially the <br />Architectural Review Committee (ARC), if that is what the PC 56 designates. <br />Ms. Riordan said that is correct. <br />Chair Foust questioned the Precise Plan regarding the widening of Veterans Boulevard <br />from Chestnut Street to Woodside Road. She wanted to know exactly what staff has put <br />in the Precise Plan regarding cost impacts to the developer. <br />Mr. Riordan referred to page 39 in the Precise Plan (circle page 33), "Public <br />Improvements that developer within the Precise Plan area shall pay for in whole or in <br />part..." — added language is "...based on proiect impacts..." <br />Commissioner Radcliffe asked if the traffic implications at the intersection in question on <br />Veterans Boulevard would come up before the PC for review with each phase. <br />Ms. Riordan said the improvements would be part of the staff report, if the project <br />creates an impact and it triggered one of these improvements. <br />Commissioner Garcia asked if there was any time table as to when that improvement <br />would be done. <br />Page 2 of 7 <br />
