8.8 -5" <br />"The Committee (Housing and Human Concerns Committee) should encourage the <br />provision of child care facilities to meet Redwood City residents' needs" <br />A non - discretionary permit process would facilitate and encourage childcare facilities far <br />more than a Use Permit process. <br />Ir, addition, any revisions the City Council makes to the large family childcare home permit <br />process will not be retroactive to already approved large family childcare homes. Per the <br />previously referenced City Attorney opinion, the City's intent was to implement the non - <br />discretionary permit process (State Option 2) in February of 2000. Thus any and all large <br />family childcare homes approved since that time were approved under that intended <br />process and can no longer be appealed. <br />Survey of Cities <br />In order to provide some context of what other cities are doing, staff obtained data of San <br />Mateo County cities, including the County for unincorporated areas. (Note: This report was developed for the City Managers' Association as part of a <br />countywide effort to reduce barriers to child care supply - building, including Conditional Use Permits for large family child <br />care homes) <br />In light of the various options available for Cities, the San Mateo County Child Care <br />Partnership has contacted the City and requested that the City explore the option of <br />allowing large family child care homes by "right" meaning no permits or conditions (Option <br />1). As the next best alternative, the Child Care Council is asking the City maintain a non - <br />discretionary Permit. (See Attachment #6). <br />Alternatives <br />This report has already provided alternatives. The Planning Commission has <br />recommended the modified conditional use permit approach (Option 3). Council had <br />previously indicated its intent to adopt the non - discretionary approach (Option 2). <br />Fiscal Impact <br />The proposed ordinance amendments may have a fiscal impact on the City, depending on <br />
