Commonly, digital formatting <br />is the preferred and most efficient means to <br />provide such information, with less cost. AB 1044 <br />also relieves DOJ of the obligation to adopt and <br />implement the Standard CCW application forth <br />and provides that DOJ review and, as necessary, <br />revise the standard CCW application. This bill <br />exempts the CCW applications form from the <br />requirements of the Administrative Procedures Act <br />by stating that the standard form is deemed to be <br />a local form and thus exempt from that Act. <br />Staff: Natasha Fooman, Status: SenApps, Hrg. <br />August 18, Position: Support. <br />AB 278 (Bermudez) Gamblina Control Act. <br />AB 278 would increase the membership of the <br />Gaming Policy Advisory Committee (GPAC), from <br />10 to 16 members. Appointed by the Gambling <br />Control Commission (CGCC), under provisions of <br />this act, eight members must be from the general <br />public, and eight must represent controlled gam- <br />bling licensees. This bill is important to cities <br />because many casinos are located on the periph- <br />ery of, or within, city limits, and AB 278 seeks to <br />give a voice on the GPAC to cities and counties <br />that have gambling establishments in their juris- <br />dictions. August 18, Position: Support. <br />AB 1044 (Neorete McLeod). Licenses to <br />Carry Firearms. AB 1044 makes specified <br />changes in the statutes pertaining to licenses to <br />carry concealable weapons (CCWs) in California. <br />AB 1044 removes the Department of Justice's <br />(DOJ) obligation to file and store all copies of <br />CCW permits and, instead, requires DOJ to <br />maintain a list of all CCWs. The DOJ has no <br />supervisory authority or oversight over sheriffs and <br />police chiefs regarding the issuance of these <br />permits, therefore making them unnecessary. <br />The obligation to file and store copies of CCW <br />permits results in significant burdens and ex- <br />AB 1153 (Bermudez). Crime. Existing law <br />provides that a person who willfully makes or sells <br />any badge which falsely purports to be authorized <br />for the use of a peace officer, or which so re- <br />sembles the authorized badge of a peace officer, <br />is guilty of a misdemeanor punishable by impris- <br />onment in a county jail for a period not exceeding <br />one year, or a fine not exceeding $15,000. AB <br />1153 would provide that any person who willfully <br />makes or sells any unauthorized or replica badge <br />which so resembles the authorized badge of an <br />officer or member of a fire department or deputy <br />state fire marshal is guilty of a misdemeanor. <br />Staff: Natasha Fooman, Status: In Assembly for <br />Concurrence, Position: Support. <br />AB 1186 (Strickland). Gambling Control <br />Act: proposition Waver services AB 1186 <br />requires the California Gambling Control Commis- <br />sion (CGCC) to issue licenses for proposition <br />player services only to persons that CGCC is <br />satisfied are of good character and whose prior <br />activities, including any criminal record, do not <br />pose a threat to public interest, or to the effective <br />regulation and control of gambling. This bill is <br />intended to ensure that people who have had <br />criminal convictions cannot be issued a license to <br />become a proposition player. According to the <br />author, AB 1186 is needed to maintain the integrity <br />of the proposition player industry.
