AB 1044 also relieves DOJ of the obligation to adopt and implement the Standard CCW application forth and provides that DOJ review and, as necessary, revise the standard CCW application. This bill exempts the CCW applications form from the requirements of the Administrative Procedures Act by stating that the standard form is deemed to be a local form and thus exempt from that Act. AB 278 would increase the membership of the Gaming Policy Advisory Committee (GPAC), from 10 to 16 members. Appointed by the Gambling Control Commission (CGCC), under provisions of this act, eight members must be from the general public, and eight must represent controlled gam- bling licensees. This bill is important to cities because many casinos are located on the periph- ery of, or within, city limits, and AB 278 seeks to give a voice on the GPAC to cities and counties that have gambling establishments in their juris- dictions. AB 1044 (Neorete McLeod). Licenses to Carry Firearms. AB 1044 makes specified changes in the statutes pertaining to licenses to carry concealable weapons (CCWs) in California. AB 1044 removes the Department of Justice's (DOJ) obligation to file and store all copies of CCW permits and, instead, requires DOJ to maintain a list of all CCWs. The DOJ has no supervisory authority or oversight over sheriffs and police chiefs regarding the issuance of these permits, therefore making them unnecessary. Existing law provides that a person who willfully makes or sells any badge which falsely purports to be authorized for the use of a peace officer, or which so re- sembles the authorized badge of a peace officer, is guilty of a misdemeanor punishable by impris- onment in a county jail for a period not exceeding one year, or a fine not exceeding $15,000. AB 1153 would provide that any person who willfully makes or sells any unauthorized or replica badge which so resembles the authorized badge of an officer or member of a fire department or deputy state fire marshal is guilty of a misdemeanor. Gambling Control Act: proposition Waver services AB 1186 requires the California Gambling Control Commis- sion (CGCC) to issue licenses for proposition player services only to persons that CGCC is satisfied are of good character and whose prior activities, including any criminal record, do not pose a threat to public interest, or to the effective regulation and control of gambling. This bill is intended to ensure that people who have had criminal convictions cannot be issued a license to become a proposition player. According to the author, AB 1186 is needed to maintain the integrity of the proposition player industry.
