Gail Stebbins passed out a compromise position on recycled water where the <br />proposal outlines possible areas overlooked and suggests using recycled water on <br />median strips and roadsides which provides 149 acre feet. In businesses, there <br />are 457.8 acre feet, and some ideas were outlino +.d for conservation. Other ideas <br />included converting some parks to artificial turf, improving irrigation methods, <br />reducing water use in the homeowners associations. The point was to make sure <br />residents have a choice. She stated that the meeting format is constrained and <br />suggested that as Tom Lantos does when there is a particularly hot issue, he <br />makes brief remarks and asks for people to stand to show their presence should <br />they need to leave. <br />Jim Roskind spoke against the use of recycled water and noted that either the <br />water is safe or not. The answer is it is not safe and once you have the signs up <br />warning caution with the answer, then you must understand what it means. He <br />stated once you let the children outside and the sprinklers are on, they will drink <br />the water. <br />Kevin Bondonno, resident and homeowner of Redwood City and parent of three <br />small children, stated he was speaking in favor of the water project. He applauded <br />the efforts, long process and the time and effort spent. Without repeating the <br />facts, he asked that Council separate the facts from the emotions. He stated his <br />belief that the facts for the stated intended purpose will lead them to support the <br />recycled water program for the city and the entire community. <br />Don Warren, representing the Redwood City /San Mateo County Chamber of <br />Commerce, read into the record the fact that the Chamber has given a good deal <br />of consideration to this issue over a series of meeting, committees and the Board <br />of the Chamber. He stated that after much deliberation, the Chamber decided to <br />recommend your support and early implementation of the proposed recycled <br />water program. He further stated that the main issue for the Chamber is the <br />overall availability of water in this area into the future. The economic viability <br />maintenance in this area and the support economic growth in the future is <br />dependent to a large degree on the availability of water. <br />M/S Howard /Pierce to extend the meeting to 2:00 a.m. The motion passed by a <br />unanimous voice vote. <br />Paul Sanfilipo stated if there is any doubt, go with that feeling. He stated that calls <br />he has received on the topic show that people do not mind the use in commercial <br />areas, industrial areas and median strips. He stated that he understands that <br />children that are consistently exposed to chlorine develop asthma. His hope is that <br />it is not used in areas used by children. <br />Mike Saberstein agreed with the last few speakers and expressed concern with <br />his real estate resale value and his wife's health. <br />REGULAR CITY COUNCIL MEETING JULY 28, 2005 <br />MINUTES PAGE 17 <br />
