� x - I <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />August 4, 2003 <br />Subject <br />Purchase and Repair Sanitary Sewer System ITT Flygt Submersible Pumps <br />Recommendation. <br />By motion, authorize the purchase, replacement and /or repair of various sized ITT Flygt <br />Submersible sewage pumps to Pump Repair Service Company of Daly City, CA for <br />$130,905. <br />Background <br />This solicitation for bids is exclusive to the sanitary sewer system for the replacement and / <br />or repair of ITT Flygt Submersible pumps. Over the years of the competitive bidding for <br />pumps, the Public Works Services Department standardized its fleet of pumps for the <br />sanitary sewer system using ITT Flygt Submersible pumps. These pumps have proven to <br />be the most durable and reliable pumps for the City's sanitary sewer system. A <br />standardized system allows for a small, dedicated inventory of parts for the pumps, rather <br />than stocking parts for a variety of pump manufacturers, and allows City maintenance <br />crews to be familiar with the workings of the specific and unique characteristics of these <br />pumps. An annual bidding for ITT Flygt submersible pump purchase, repair and <br />replacement will allow us to focus solely on the sanitary sewer system fleet of pumps. <br />There are 31 sanitary sewer lift stations in the City's system, including the new Pacific <br />Shores lift stations 1 and 2, housing 63 ITT Flygt Submersible. Only two stations in the <br />sanitary sewer system, Lift Stations 1 and 3, the oldest in the system, are not equipped <br />with ITT Flygt Submersible pumps. Authorization for the repair / replacement of the older <br />pumps is covered under a blanket purchase for general utility system pump and flap gate <br />repairs, which is also before the City Council for approval. Public Works Services has <br />identified a list of the commonly purchased and /or repaired pumps that may be needed <br />during the new Fiscal Year. When a pump fails, staff cannot immediately determine <br />whether the pump needs complete replacement or repair. The pump first must be pulled <br />and dismantled, and a failure analysis completed by a technically qualified vendor who <br />than will make recommendations to staff. <br />Each vendor must submit individual prices for the purchase of a new pump and prices for <br />the repair of a pump. The cost of purchasing a replacement / new ITT Flygt submersible <br />varies from $ $3,462 for a 3.0 horsepower pump to $39,930 for a 148.0 horsepower pump. <br />The cost to rebuild an ITT Flygt submersible ranges from $2,045 for a 3.0 horsepower <br />pump to $11,028 for a 148.0 horsepower pump. The City Clerk advertised the Invitation to <br />Bid for one month and the bid solicitation was mailed to three vendors. The bid received <br />was opened by the City Clerk on Wednesday, July 16, 2003 and is considered a <br />responsive bid. The solicitation for bids reflects the total dollar amount of the maximum <br />new purchases and / or repairs projected in a single year, for the purpose of assessing <br />competitive bids. Actual costs will vary and historically are less than the bid amount. <br />
