4-ID -1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />August 25, 2003 <br />Subject <br />Utility Systems Pumps and Flap Gate Repair <br />Recommendation <br />By motion, authorize the repair/ reconditioning of various sized water, storm and sanitary <br />sewer pumps and storm pump station flap gates to Pump Repair Service Company of Daly <br />City, CA for $132,178. <br />Background <br />Redwood City currently has 128 water, sewer and storm pumps housed in 58 pump <br />stations throughout the City, including the three new storm and sewer stations in Pacific <br />Shores. Each pump is controlled and operated by either electric motor or by diesel engine, <br />with some pumps operating continuously while others operate on an as- needed basis. <br />These pumps require periodic maintenance, repair and / or replacement. Each year the <br />Public Works Services Department develops a list of the most commonly repaired or <br />reconditioned pumps in the fleet for new fiscal year. Additionally, five storm pump stations <br />are equipped with flap gates that may need repair or replacement during the year. <br />When a pump fails, staff cannot immediately determine whetherthe pump needs complete <br />replacement or repair. The pump first must be pulled and dismantled, and a failure <br />analysis completed by a technically qualified vendor, who then will make recommendations <br />to staff. <br />Staff required vendors to submit individual prices for the repair/ reconditioning of existing <br />pumps and replacement and installation of various sized storm flap gates. The purchase <br />of new pumps is not included in the bid. The City Clerk advertised the bid invitation for one <br />month and the Invitation to Bidders was mailed to three vendors. The bidders are listed <br />below. The one bid received was opened by the City Clerk on Wednesday, July 16, 2003 <br />and is considered a valid bid and reflects the total dollar amount of maximum repairs <br />anticipated for assessing bids. Actual costs will be variable and historically have been less <br />than the bid amount. <br />Pump Repair Service Daly City, CA $132,178 <br />Peninsula Pump & Equipment So San Francisco, CA No Bid <br />E & M Electric Healdsburg, CA No Bid <br />The cost of reconditioning a utility pump varies from $5,670 to $8,240. The cost for the <br />replacement and installation of the storm pump station flap gates ranges from $2,902 to <br />$6,105. <br />New pump purchases were not included in the bid. Over the years pump purchases in <br />water and storm have lessened the need for new purchases this fiscal year. Also, last year <br />Public Works Services initiated a separate solicitation of bids for repair and replacement of <br />ITT Flygt Submersible pumps which are the system standardize pump, for sanitary sewer <br />
