� ►C -1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />August 25, 2003 <br />Subject <br />Street Tree Maintenance Contract <br />Recommendations <br />By Motion, extend the agreement for the 2003 -2004 Comprehensive Street Tree <br />Maintenance Project to The Professional Tree Care Company, of Berkeley, CA, for the not - <br />to- exceed amount of $271,800.00. <br />Background <br />The contract documents and specifications approved on June 11, 2001 by the City Council <br />contained a provision to continue the contract for up to four additional years at the same <br />price if agreed by the contractor and approved by the City. The Council extended the <br />agreement with the Professional Tree Care Company on August 12, 2002 in the amount of <br />$331,800.00. The terms and conditions of the contract were amended for 2002 -2003 in <br />three areas — (1) change the unit price for tree watering to an hourly rate; (2) Add soil <br />drenching pesticide application to the contract; (3) Add trunk injection pesticide application <br />to the contract. <br />The Professional Tree Care Company has been performing the contract to specifications <br />and to the satisfaction of the City. They requested a second extension of the contract for <br />an additional year at the same unit bid prices. <br />Staff recommends extending the contract for an additional year by $271,800.00 and <br />increasing the total contract for tree maintenance services to $898,050.00, at the existing <br />unit bid prices. The agreement will cover the period from September 1, 2003 through <br />August 31, 2004. <br />The contract provides routine street tree maintenance services and augments the work <br />performed by the City's crew. One three - person contract crew is scheduled for the full <br />year and a second crew will be scheduled for up to four months with the remaining funds <br />depending on the amount of storm damage or pest control response necessary. <br />The approved Public Works Services department budget at the 7% reduction level <br />included a $54,200 reduction in the tree maintenance contract funding. In order to <br />maximize maintenance efforts with the reduced funding, staff will focus primarily on block <br />pruning. Block pruning concentrates the efforts on one street at a time versus responding <br />to pruning service requests at various locations. This provides the most cost effective <br />approach to tree pruning. The block pruning approach will result in more total trees being <br />pruned.
