This I may cause some unsatisfied residents as staff will not be able to respond to the high
number of pruning service requests received. Staff will still be responding to urgent tree
maintenance needs such as clearance pruning and removing dead, broken, or damaged
limbs.
The contract also provides for emergency services (if needed), tree planting, stump
removal, tree watering, and pest control services. The contract street tree maintenance
services are essential to the City's on -going street tree maintenance program to susWn a
safe urban furest.
Alternatives
The alternative to extending the contract is to re -bid the contract. This will require at least
60 days to complete and involves considerable staff time. Staff does not believe a cost
savings will be realized by a new bid. Staff pursued the multiple year tree maintenance
contract language provision to reduce staff workload, develop a long -term relationship with
a viable tree maintenance contractor, and control costs. The current contract is
accomplishing these goals.
Fiscal Impact
Funds have been appropriated and approved by Council in the FY 2003 -2004 Street Tree
Maintenance Budget Professional Services in the amount of $310,095. Tree maintenance
contract expenditures were re- budgeted at $271,800. The remainder of the budgeted
amount will be used for the contract Tree Preservation Ordinance permit inspection
process which governs trees on private property, and the annual Elm Leaf Beetle control
spray on East and West Oakwood Boulevard
Gordon Mann
Public Works Superintendent
Peter Ingram
Public Works Services Director
Attachments
Amendment
Exhibit A — Contractor letter requesting extension
Exhibit B — Contract specifications allowing extension
Exhibit C — Amendments to the contract

E verett
City Manager
