9A 2 <br />WATER BOARD REQUESTS <br />COMMENTS ON SIP <br />The State Water Resources Control Board is <br />holding a public workshop to take comments on <br />the SIP (Policy for Implementation of the Toxics <br />Standards or Inland Surface Waters). The Board <br />will hold a public workshop to accept comments <br />on September 30. Written comments of not more <br />than four pages are due by September 18. Infor- <br />mation about the draft policy and the workshop is <br />available on the State Board's website at <br />www.swrcb.ca.00v, , at "Water News ". <br />FEDERAL TRANSPORTATION UPDATE <br />FY 2004 Transportation Appropriations <br />Before leaving town for the August recess, the <br />House Appropriations Committee approved its FY <br />2004 Transportation, Treasury, and Independent <br />Agencies Appropriations bill, H.R. 2989. The bill restored <br />New Starts funding, which had been cut by the <br />Subcommittee, to the guaranteed level of $1.214 <br />billion. <br />• Amtrak spending is set at $900 million, an <br />increase of $320 million from the Subcommittee's <br />previously approved level. <br />• $14 billion is provided for the Federal <br />Aviation Administration, an increase of $518 million <br />over the FY 2003 level. Within the $14 billion, $3.4 <br />billion is provided for the airport improvement <br />program. <br />The full House is expected to consider its bill in <br />September, shortly after Congress reconvenes <br />from its August recess.
