REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 8, 2003 <br />Subject <br />Redwood City Recycled Water Project <br />Recommendation <br />By motion, approve Task Order No. 5 and Task Order No. 6 to the professional consulting <br />engineering services agreement with Kennedy /Jenks Consultants <br />Background <br />On June 11, 2001 the City Council approved the professional services agreement with <br />Kennedy /Jenks Consultants for the Water Recycling Feasibility Study for the Redwood <br />Shores area. The agreement was subsequently amended four times at Council direction. <br />On February 3, 2003 the Council authorized the payment of construction deposit to the <br />California Department of Transportation in the amount of $1,854,900.00 for the Highway <br />101 Recycled Water Transmission Line. At that juncture, Caltrans was in the process of <br />awarding the contract and there were sufficient approved funds in the Kennedy /Jenks Task <br />Order No. 3 to provide pre - construction services. Construction began in June 2003. <br />On July 29, 2003 the City Council: <br />• Adopted Resolution No. 14544 approving and confirming the Mitigated Negative <br />Declaration as certified by the Planning Commission and making the necessary <br />associated findings <br />• Adopted Resolution No. 14545 finding that the use of recycled water for landscape <br />irrigation is safe, is environmentally responsible, and can contribute to the health, <br />safety and welfare of all Redwood City residents <br />On August 11, 2003 the City Council formally approved a broadly- defined recycled water <br />project that delivers recycled water for non - potable uses in a way that is both cost- effective <br />and respectful of the concerns expressed by City residents: <br />• Adopted Resolution No. 14547 approving the Redwood City Recycled Water Project <br />and associated facilities <br />• By Motion, caused the formation of a broad -based community task force ('Task <br />Force ") for the purpose of exploring other, financially feasible approaches that may <br />be able to deliver recycled water to different types of sites in different phases than <br />presently envisioned (see attachment) <br />Task Order No. 5 is recommended for approval to provide part-time, professional <br />inspection services to augment Caltrans staffing and Redwood City's inspectors. There <br />have been some problems early in the pipeline construction that - while now corrected — <br />indicate that Caltrans inspection will benefit from a senior -level pipeline inspector who can <br />represent the city's interests.
