q•IC -43 <br />ATTACHMENT F —4 <br />REPORT <br />REPOR T <br />To the Honorable Mayor and City Council <br />From the City Manager <br />August 11, 2003 <br />Subject <br />Redwood City Recycled Water Project <br />Recommendation <br />That the City Council formally approve a broadly -defined recycled water project that <br />delivers recycled water for non - potable uses in a way that is both cost - effective and <br />respectful of the concerns expressed by City residents: <br />1. Adopt a resolution approving the Redwood City Recycled Water Project and <br />associated facilities <br />2. By Motion, cause the formation of a broad -based community task force (individual <br />members to be appointed at a later date) for the purpose of exploring other, <br />financially feasible approaches that may be able to deliver recycled water to <br />different types of sites in different phases than presently envisioned (see <br />Attachment No. 2 — memorandum from Utility Committee members Ira and Pierce) <br />Background <br />_ Since 1999, the City Council, its staff and many citizens have been engaged In a series of <br />discussions about the proposed use of recycled water for landscape irrigation. As the <br />Council considers this next step, the staff acknowledges that some residents remain <br />concerned about where recycled water will be used. We also know, based on the July 28 <br />Council meeting, that both the Council and residents want some meaningful, additional <br />exploration and consideration of how the project will be implemented, and V It is possible to <br />prioritize the types of uses in a way that avoids schools and playgrounds for several years. <br />We look forward to the creation of a public process that would respect citizen's concerns <br />and' explore different ways to reach potential recycled water users, while maintaining <br />financial feasibility and ensuring that we reach our water supply goal. <br />The specific goal that is propelling this very important project has two parts: <br />Provide recycled water to free up limited supply of high - quality drinking water <br />• Distribute 2,000 acre feet of recycled water by 2010 <br />A review of key Council decisions already made: <br />On June 11, 2001 the City Council approved the professional services agreement with <br />Kennedy /Jenks Consultants for the Water Recycling Feasibility Study for the Redwood <br />Shores area. The agreement was subsequently amended several times at Council <br />direction. <br />On August 26, 2002 the City Council reviewed and accepted the final report - Wafer <br />Recycling Feasibility Study ror Redwood City. The study evaluated several altemad" <br />configurations of the pipelines to be used to distribute recycled water, ranging from the <br />1 of 3 <br />
