Attachment 3 <br />Legislative History <br /> <br />The following are the major landmarks in the implementation of this project: <br /> <br />In 1989, the Redevelopment Agency Board approved the Redevelopment <br />Project Area No. 2 Second Amendment to the Redevelopment Plan and <br />certified the Second Amendment Redevelopment Plan EIR. <br /> <br />On April 5, 1994, the Planning Commission accepted the general <br />development concepts contained in the Franklin Area Plan and recommended <br />that the City Council adopt the Plan. <br /> <br />On June 6, 1994, the City Council adopted the general development concepts <br />COntained in the Franklin Area Pla~ and directed staff to prepare necessary <br />planning documents to move the Plan forward. <br /> <br />On Mamh 19, 1996, the Planning Commission certified the Final Environmental <br />Impact Report (EIR) for the Franklin Street Area Plan and Rezoning Study. <br />The Planning Commission also recommended that the City Council approve General <br />Plan and Zoning Map Amendments to ensure those properties within the Franklin <br />neighborhood conform to the land uses recommended in the Franklin Area Plan. The <br />land between Franklin Street and the CalTrain railroad tracks was rezoned to "R-5" <br />(Multi-Family High-Density Residential) District. The land between Franklin <br />Street <br />and El Camino Real had previously been rezoned (in 1993) to allow mixed-use <br />(commercial and/or residential) development. <br /> <br />· On May 13, 1996, the City Council approved the amendments to the General <br /> Plan and Zoning Ordinance to respond to the Franklin Street Area Plan. <br /> <br />On February-24, 1999, the Franklin Street Project Initial Study and Mitigated <br />Negative Declaration (MND) and the Replacement Housing Plan were <br />circulated for a 30 day public review/comment period. <br /> <br />On March 16, 1999, the Planning Commission recommended that the <br />Redevelopment Agency Board considers the Initial Study and adopts the <br />MND for the entire Franklin Street Project. <br /> <br />· On April 12, 1999, an additional 13 day public re.v. iew and written comment <br /> period closed. <br /> <br />On April 22, 1999, the Shea/IAC developers, RDA and City staff conducted <br />an informational public workshop on the Franklin Street Project. The <br />workshop was conducted to answer questions and to clarify planning and <br />redevelopment processes as they relate to the Franklin Street Project. <br /> <br /> <br />
