Manual, and the Encroachment Permit for construction of the Project, including but not <br />limited to furnishing a field site representative to perform the functions of a Resident <br />Engineer and other qualified support staff to perform construction surveys, soils and <br />foundation tests, measurement and computation of quantities, testing of construction <br />materials, checking shop drawings, preparation of estimates and reports, preparation of <br />as-built drawings, and other inspection and staff services necessary to assure that the <br />construction is being performed in accordance with the plans and specifications. <br /> <br />10. To accumulate charges for all costs of the Overlay Project to be paid by Belmont <br />pursuant to this Agreement. <br /> <br />11. To allow on the site of Project, at no cost to Redwood City, a field site <br />representative of Belmont, who is a qualified licensed Civil Engineer in the State of <br />California, to represent Belmont during the construction of the Project. Redwood City's <br />Construction Manager and Belmont's representative shall cooperate and consult with <br />each other, but the decision of Redwood City's Construction Manager shall be final on <br />all matters. Belmont's representative shall have no dealings with Redwood City's <br />contractor or its subcontractors, with the public, or with other agencies and entities <br />involved in the Project, without prior consent of Redwood City's Construction <br />Manager. <br /> <br />12. To submit to Belmont a monthly progress report that describes the work <br />performed and completed during the reporting period with contract information such <br />as change orders requested, change orders issued, cumulative costs of change orders, <br />progress payments made (reported in dollars), and percentage progress achieved to <br />date, all in accordance with Redwood City's standard accounting practices. The <br />monthly construction progress report will also include a summary of Notices of <br />Potential Claim received during the reporting period. Redwood City will arrange <br />meetings with Belmont to review and resolve responsibility for individual Notices of <br />Potential Claim exceeding $25,000. As part of this monthly report, Redwood City will <br />notify Belmont of the amount Belmont is to pay for the previous month's Project <br />expenses, including but not limited to the overlay and other costs. <br /> <br />13. To provide to Belmont quarterly reports of actual expenditures pursuant to this <br />Agreement. <br /> <br />14. To consult with Belmont and State, as required by the State Cooperative <br />Agreement, on all change orders for the Project with an estimated cost over $50,000 <br />before implementation except when the safety of motorists and/or pedestrians or the <br />protection of property requires the immediate issuance of that change order.
