This letter is submitted in compliance <br />with sections 6147 and 6148 of the California Business and Professions Code, and when duly <br />signed by myself and an authorized representative of Redwood City and / or the Redwood City <br />Redevelopment Agency, will constitute a legal agreement between me and the contracting entity. <br /> <br />Subject to all necessary approvals on the City's / Agency's side, I agree to provide legal services <br />as described below, and the City / Agency agrees to cooperate in the process, and compensate me <br />as detailed below. <br /> <br />Scope of work <br /> <br /> Prepare a draft, ready for adoption, of a proposed new sign ordinance, which will address <br /> the legal questions of the current sign ordinance. Split the ordinance into a regulatory <br /> chapter and another chapter detailing policy for allowing third party signs on property <br /> owned or controlled by the City (the public land policies could be codified as a separate <br /> chapter or simply adopted by resolution, as uncodified policy.) Leave in place all the <br /> current policy choices (sign allowances, size and height rules, etc.). However, if any of <br /> the current policy choices lead to potential constitutional problems, or conflicts with state <br /> law, modify as necessary but keep the new text as close to the current policy as possible. <br /> Prepare alternate provisions dealing with the Architectural Review Committee's <br /> involvement in approval of sign permits: one version will take the ARC out of the <br /> process, while the alternate will limit their role to non-communicative aspects of signage <br /> and otherwise provide sufficient criteria to keep their discretion within constitutional <br /> bounds. Address all issues discussed in Gary Kelly's memo dated January 10, 2003 re: <br /> ordinance 2184. <br /> <br /> <br />
