Address <br /> the issue of the proposed location being adjacent to a landscaped freeway. <br /> <br />® Develop a program outline, with implementation guidelines, for a wayfinding system to <br /> direct tourists, passengers and motorists to the city's downtown and / or theater district, <br /> including commentary on the legal risks involved in generic signs ("theater district") <br /> versus brand signs ("Fox Theater"). Include guidelines for provide wayfinding <br /> information to a new multiplex movie theater (Century). <br /> <br /> Address the legal issues presented by a program intended to allow and promote visually <br /> attractive mural sign~n private property, particularly !n the red~eve?kS~area. <br />® Make recommendations and implementation guidelines for amortizin~conforming <br /> onsite cornmemial signage, with notation of legal risks involved and possible ways to <br /> avoid or minimize those risks. Separately discuss the issues of holding the amortization <br /> dates established by the current sign ordinance versus starting a new amortization period <br /> with the new sign ordinance. Address the concept of waiting at least two years before <br /> enforcement of any amortization program. <br /> <br />® Make recommendations as to how a program for banners on city lampposts could be <br /> implemented with relatively low legal risk. The banners could be either permanent in <br /> nature - identifying a neighborhood theme - or tied to a special event. <br /> <br /> Make recommendations as to what the city could do, if anything, about small posters for <br /> lost pets / lost kids, and signs promoting garage sales in residential neighborhoods. <br /> <br />® Identify new sign technologies which may not be addressed, or adequately addressed, in <br /> the current ordinance. <br /> <br />® Prepare a first draft of a staff report for Planning Commission and / or City Council <br /> explaining the proposed changes, and the legal reasons for them. <br /> <br />Delivery time <br /> <br />Thirty calendar days after all necessary internal approvals, assuming that all matters requiring <br />input from city officials are promptly addressed. <br /> <br /> <br />
