EXHIBIT A - SCOPE OF SERVICES
Redwood City Recycled Water Project
Ongoing Public Information/Outreach

Data Instincts
Sept. 5, 2003

AMENDMENT NO. I TO PROFESSIONAL SERVICES AGREEMENT
*** PHASE ONE-B APPROVAL ONLY ***

Purpose
Provide communications and outreach support to the City of Redwood City (RC)
related to the Recycled Water Project for landscape irrigation and industrial uses.
Activities and materials produced will assist the City, in formulating a successful
long-term recycled water plan that will include on-going outreach to residents,
site managers, businesses, schools and the media (see attached draft plan).

Approach
At the request of RC staff, this proposal has been designed in several phases:

· Phase One is completed, based on an authorization by the City Manager
such that systems work, database design and draft materials could be
developed ahead of City Council actions on the proposed recycled water
project in May, June, and July 2003.

· Phase One-B is intended to be immediately authorized by the City
Manager, in order to proceed with tasks related to public outreach and
involvement in the approved recycled water project. Scope includes
working with staff to fine-tune the Public Information/Outreach Plan. Phase
One B has a not-to-exceed value based on specific tasks, deliverables and
budgeted hours. This phase covers the period from Sept. 2003 through
Dec. 2003.

· Phase Two is envisioned as being approved by the City Council in April/May
2004, following their initial decisions, but prior to their engaging in the many
implementation actions / decisions and construction of the project. The
Phase Two scope may be amended as Phase One-B is conducted, and as
RC refines its needs. At the time the staff asks the City Council to approve
Phase Two, a not-to-exceed contract amount may be established.

· Redwood City Discretion: Data Instincts understands that Redwood City
may decide not to proceed with Phase Two, may reduce or change the
proposed Scope, and/or may delay authorization of Phase Three.

Prepared By Dala instincts 1 September 2003
