'CF <br /> May 19, 2011 <br /> Charles Jany, Principal Planner <br /> City of Redwood City <br /> Planning, Housing, and Economic Development Department <br /> 1017 Middlefield Road <br /> Redwood City, CA 94064 <br /> Subject: Proposal for Preparation of an IS /MND for a Multi - Family Housing Development at <br /> 640 Veterans Boulevard <br /> Dear Mr. Jany, <br /> Thank you for inviting ICF to submit a proposal to complete the environmental documentation for <br /> the proposed project at 640 Veterans Boulevard in the City of Redwood City. We understand that <br /> the proposed project involves construction of a multifamily housing development on a previously <br /> developed site. This proposal details our proposed scope of work, schedule and cost to prepare <br /> the environmental document in accordance with the California Environmental Quality Act (CEQA). <br /> Project Understanding <br /> ICF has reviewed the information provided by the City that outlines the proposed project as well <br /> as the technical reports that have been made available to us. Based on our review, we <br /> understand that the City wishes to engage a consultant to complete an initial study /mitigated <br /> negative declaration (IS /MND) that will analyze impacts in resource areas stipulated by CEQA. <br /> We understand that the applicant (BRE Properties, Inc) is proposing to construct a five story <br /> podium style multifamily rental project consisting of approximately 262 residential units on a <br /> previously developed site at 640 Veterans Boulevard in the City of Redwood City. The proposed <br /> project may qualify for density bonus in exchange for the provision of affordable housing units. <br /> The project would have a leasing office, recreation room(s), fitness center, outdoor pool and spa, <br /> and podium courtyards for resident use. Parking for the project would primarily be contained in a <br /> concrete parking structure that would not be visible at street level along Veterans Boulevard. We <br /> also understand that, although the existing site is not currently zoned for residential uses, it is in <br /> conformance with the policies of the General Plan and the City is in the process of rezoning the <br /> 75 E.
