Charles Jany
May 19, 2011
Page 2
proposed project site as "mixed- corridor" type which allows for residential uses up to a density of
60 dwelling units per acre.
Project Team
Our project team includes CEQA experts and technical leads for each of the key resource topics
to ensure that the analysis can be completed effectively and efficiently. ICF approaches each
project with a strong operational structure to create direct communication pathways, simplistic
time management, and regular budget review and monitoring protocol. Our project director
maintains ultimate responsibility for the project, with a keen focus on fiduciary issues and overall
quality of each deliverable. The project manager takes the lead on daily communications with
technical staff and will be the conduit to the City staff. Each of our technical leads work with the
project manager to understand their resource topics within the context of the project and then
focus on the key issues relevant to the analysis.
The following section describes the experience and expertise of key team members. Resumes for
each team member are provided following Attachment A.
Kate Giberson
Kate will serve as the project director. With 20 years experience, Kate specializes in project
management of CEQA and NEPA environmental compliance documents for development and
infrastructure projects. Kate also prepares general impact assessments involving land use issues
and project alternatives.
Aaron Carter
Aaron will serve as the project manager and will be responsible for day -to -day contact with the
City and BRE. He will oversee delivery of the IS /MND and coordinate milestones in the CEQA
process. Aaron will manage staff resources and ensure deliverables meet the needs of the City.
He will also be responsible for ensuring the project is delivered on time and within budget. Aaron
has experience on a wide array of projects in Northern California involving residential,
commercial, and public clients. He has assisted with environmental analyses for various CEQA
documents, including evaluating potential project impacts for all environmental resources, as well
as analyzing conflicts with existing plans, policies, and regulations.
The ICF team would also leverage the capabilities of Illingworth & Rodkin, Inc (I &R) and their
experience assisting the City of Redwood City in the preparation of Air Quality and Noise studies
in support of their General Plan. ICF and I &R are able to provide the City with the resources this
project requires with our combined extensive experience helping other local agencies with similar
project efforts.
