Charles Jany
May 19, 2011
Page 5
Proposed Scope of Work
As requested by the City, this scope of work is to prepare an IS /MND given the project location
and likely environmental impacts that could occur as a result of the proposed project. Prior to
initiating the environmental analysis, we will work with BRE and the City to discuss the most
appropriate approach to the environmental documentation and likely issues that may arise. Our
proposed work plan is detailed in the following tasks.
Task 1. Initiate Project and Prepare Project Description
This task will begin by reviewing and confirming the scope of work and approach with City staff.
This will include discussing potential issues and appropriate significance thresholds. We will
prepare a project description that includes a detailed description of the project components and
construction methodology based on existing documentation provided by the City, BRE, and
discussions with City staff. We assume that the City and BRE will provide us a detailed
description of project elements and will include site plans, draft building elevations, and
renderings of the proposed development. We will rely on BRE to provide us with information
about the demolition and construction processes, including estimated time period, type of
machinery used, estimated number of workers, truck traffic to and from the site, and method of
disposing of the demolition debris. We will submit a draft of the project description to the City for
review and approval prior to beginning the peer review and technical analyses to ensure that we
share a common understanding of the project being evaluated. We assume one round of review
and revision of the draft project description will be needed.
Deliverables
• Draft project description
Assumptions:
• The City and /or BRE will provide ICF with detailed project information including site plans,
draft building elevations, and information about demolition and construction processes
• One round of review and revision to the draft project description
Task 2. Conduct Peer Review of Applicant Provided Technical Studies
We understand that the applicant has prepared the following technical studies, which will be used
by ICF as supporting documentation for the IS /MND:
• Shade and Shadow Analysis
• Preliminary Air Quality and Greenhouse Gas Analysis
• Acoustical /Noise Analysis
• Preliminary Geotechnical Investigation
