The preliminary analysis indicates potentially significant construction period emissions. <br /> We propose to further refine the emission computations with the URBEMIS2007 model <br /> and, if necessary, develop mitigation measures to reduce significant impacts. <br /> c. The applicant's preliminary analysis indicates potentially significant construction period <br /> TAC impacts, because residences are located within 100 meters of the project site. A <br /> screening health risk assessment is proposed that would use PM2.5 exhaust emissions <br /> computed for the construction period using URBEMIS2007 and input those into the <br /> ISCST3 dispersion model to predict construction period concentrations. Guidance <br /> provided by BAAQMD would be applied to predict health risk impacts at the adjacent <br /> residences. <br /> Acoustical /Noise Analysis <br /> The applicant has provided an acoustical study prepared by Charles M. Salter and Associates. <br /> This study provides existing noise level information and addresses the interior noise and land use <br /> compatibility of the proposed project. This study would be reviewed for applicability. I &R would <br /> peer review the applicant's noise study and provide an independent assessment of the overall <br /> approach to the study, the criteria used in the assessment, the noise monitoring survey, the <br /> predictive methods utilized in the analysis, conclusions reached regarding potential noise impacts <br /> and mitigation, and the completeness of the report. If necessary, a memo would be submitted <br /> summarizing our findings and a final review of the applicant's study would be made to confirm <br /> that any significant comments have been adequately addressed. <br /> Optional Task 2b: Off Site Noise Impact Assessment <br /> Our initial review indicates that off-site noise impacts caused by the construction and <br /> operation of the proposed project (i.e., traffic) have not been addressed. Therefore, we <br /> propose as an optional task, to address construction noise to adjacent residences and long- <br /> term traffic noise increases caused by the project. In this task, noise data contained in the <br /> applicant's study and data gathered nearby will be used to predict future noise levels at the <br /> property and adjacent sensitive receivers. Noise resulting from the construction and operation <br /> of the project would be computed based on a review of the project's construction schedule <br /> and equipment lists, as well as data contained in the project's traffic study. From these data, <br /> I &R would assess the potential for significant noise impacts resulting from the proposed <br /> project. <br /> Preliminary Geotechnical Investigation <br /> The applicant has provided a preliminary geotechnical investigation prepared by Treadwell and <br /> Rollo. This study provides an assessment of soil and groundwater conditions, seismicity and <br /> seismic hazards, and construction considerations relating to the proposed project. This study <br /> would be reviewed for adequacy as it relates to fulfilling the requirements of CEQA. <br />
