Charles Jany <br /> May 19, 2011 <br /> Page 8 <br /> Draft Traffic Impact Analysis <br /> The applicant has provided a Draft Traffic Impact Analysis prepared by Hexagon Transportation <br /> Consultants, Inc. This study identifies potential impacts from the project, as evaluated against <br /> standards set forth by the City of Redwood City, including an analysis of AM and PM peak -hour <br /> traffic conditions. This study would be reviewed for adequacy as it relates to fulfilling the <br /> requirements of the City's traffic standards and the requirements of CEQA. <br /> Phase 1 and 2 Environmental Site Assessment <br /> The applicant has provided a Phase 1 and Phase 2 Environmental Site Assessment prepared by <br /> Arcadis U.S., Inc. The purpose of these studies is to identify recognized environmental conditions <br /> in connection with the site and to conduct a subsurface investigation of the proposed project. This <br /> study would be reviewed for adequacy as they relate to fulfilling the requirements of CEQA, <br /> particularly in light of the historical uses of the site. <br /> Deliverables <br /> • Memoranda documenting the results of our peer review of each technical study listed above <br /> Assumptions: <br /> • The Phase 1 and Phase 2 ESAs will be provided separately but evaluated as one <br /> comprehensive review <br /> • The Air Quality technical study, in combination with Optional Task 2a, is in full compliance <br /> with current BAAQMD guidelines <br /> • The technical studies will comply in full with City and other relevant regulatory requirements <br /> • There will be one round of review for each of the technical studies listed above, and the <br /> evaluation will result in only minor revisions to the technical studies <br /> • No new technical studies will be required. However, if additional studies are required by the <br /> City, they will be prepared on a time and materials basis under a separate scope of work. ICF <br /> will discuss need for any additional studies following an evaluation of the existing technical <br /> studies <br /> Task 3. Prepare Administrative Draft /S /MND <br /> This task involves preparation of an administrative draft IS /MND, which will include an evaluation <br /> of the environmental resources contained in the CEQA Environmental Checklist. The IS /MND will <br /> include discussion of the existing conditions, impacts and magnitude of the impacts, and the level <br /> of significance for each environmental discipline, as appropriate. <br /> Due to the scale and location of the proposed project, we recommend quantitative air quality, <br /> noise, and traffic analyses to support the conclusions in the IS /MND. For the purposes of our <br /> scope and cost, we assume that BRE will provide complete and adequate technical studies as <br />
