Due to the developed nature of the site, we do not anticipate a need to perform a <br /> cultural resources record search or on -site biological surveys. <br /> Qualitative analyses and professional judgment based on a review of existing documentation will <br /> be used in the preparation of all environmental impact discussions other than air quality, noise <br /> and traffic impacts analyses. As noted in the RFP, ICF will review project plans with special <br /> attention given to the fact that the proposed project would be a prominent gateway location and <br /> located adjacent to a locally- designated historic district. Based on the results of the environmental <br /> analyses we will identify project engineering features or best management practices that can be <br /> designed into the project to minimize potential environmental impacts. <br /> The Draft IS /MND will include: <br /> • a description of the proposed project; <br /> • an introduction that describes the need for the proposed project to comply with CEQA <br /> requirements; <br /> • an environmental setting; <br /> • a discussion of environmental impacts, based on the findings of technical studies, site visits, <br /> and professional judgment, for each of the following issue areas: <br /> - Aesthetics; <br /> - Agriculture and Forestry Resources; <br /> - Air Quality and Greenhouse Gas Emissions; <br /> - Biological Resources; <br /> - Cultural Resources; <br /> - Geology and Soils; <br /> - Hazards and Hazardous Materials; <br /> - Hydrology and Water Quality; <br /> - Land Use and Planning; <br /> - Mineral Resources; <br /> - Noise; <br /> - Population and Housing; <br /> - Public Services; <br /> - Recreation; <br /> - Transportation and Traffic; and <br /> - Utilities and Services Systems. <br />
