It is our preliminary <br /> understanding from the City that there are no anticipated contaminant issues associated with the <br /> site and our budget reflects this understanding. <br /> Land Use Impacts <br /> The potential of the project to have a significant impact upon the existing character of the <br /> neighborhood will be discussed in depth, and other potential land use impacts resulting from <br /> construction and operation of the proposed project will be evaluated to ensure consistency with <br /> the City's General Plan and zoning code. <br /> • <br /> Noise Impacts <br /> ICF will identify relevant noise regulations and planning standards and determine significance <br /> thresholds by which to compare project impacts. The nearest noise- sensitive land uses are <br /> residences directly adjacent to the project site. Existing noise conditions in the project area will be <br /> summarized based on the technical report, and the significance of construction and operations <br /> noise impacts will be assessed based on relevant City, state and federal thresholds. Where <br /> significant noise impacts are identified, mitigation to reduce impacts to a less than significant level <br /> (where feasible) will be identified in the IS /MND. <br /> Transportation and Circulation Impacts <br /> ICF will evaluate the results of the Traffic, Transportation and Circulation technical report <br /> provided by the applicant and apply relevant policies, plans and regulations provided by the City <br /> and County regarding traffic levels of service, parking, and emergency access. Existing traffic in <br /> the project area will be summarized based on the technical report and the significance of traffic <br /> and circulation impacts will be assessed based on relevant thresholds. Where significant impacts <br /> are identified, mitigation to reduce impacts to a Tess than significant level (where feasible) will be . <br /> identified in the IS /MND. <br /> Deliverables <br /> • The administrative IS /MND in electronic MS Word and PDF format <br /> Assumptions: <br /> • The Air Quality technical report will provide a quantitative analysis of all air quality and <br /> greenhouse gas emissions related to construction and operation of the proposed project, <br /> consistent with BAAQMD thresholds of significance <br /> • A detailed analysis of proposed project emissions will pass the BAAQMD's risk and hazard <br /> screening analysis, thereby eliminating the need to prepare a quantitative health risk <br /> assessment <br />
