Charles Jany
May 19, 2011
Page 12
• All other technical studies would provide the required quantitative analysis necessary to
evaluate potential noise, transportation and traffic analysis impacts resulting from the
proposed project without additional analysis required by ICF
• No structures located at the proposed project site would be found either listed or eligible for
listing on either local, state or national registers of historic places
• For scoping purposes we have assumed one round of review (of one administrative draft
IS /MND) by the City to create the Public Draft IS /MND. An incidental task has been added to
the budget to accommodate the need for review of a second administrative Draft 1S/MND by
the City in the event that it is requested
• The overall schedule includes adequate time for two rounds of review by the City, provided
the City conduct their review in the 4 business days assumed. in the event that only one
round of review is required, the schedule would likely be reduced by approximately 8
business days
Task 4. Prepare and Circulate the Public Draft /SIMND
Upon review and approval of the administrative Draft IS /MND by City staff, we will prepare,
produce and distribute the Public Draft Initial Study and the Notice of Intent (NOI) to Adopt a
Mitigated Negative Declaration. We will work with the City to compile an appropriate distribution
list and determine public postings. We will file the NOI with the County Clerk and with the State
Clearinghouse if state agency permits and approvals are required.
Deliverables
• Public Draft IS /MND (reproduce and distribute up to 20 hard copies)
• NOI (reproduce and distribute up to 100 hard copies and provide the an electronic copy in
MS Word and PDF format suitable for posting to the City's website)
Assumptions:
• A maximum of 20 hard copies of the Public Draft IS /MND will be required for printing and
distribution
• For scoping purposes we have assumed one round of review by the City to create the NOl
• A maximum of 100 hard copies of the NOl will be required for printing and distribution
• We assume that the City will file the NOI with the State Clearinghouse, which will require a
minimum 30 -day public review period
Task 5. Review Comments on IS and Prepare Final MND and MMRP
ICF will review any comments received and work with the City to determine appropriate
responses. Although formal responses are not required by CEQA, for costing purposes we have
assumed that ICF will draft up to 10 responses comments on common concerns for projects of
