Charles Jany
May 19, 2011
Page 13
this size and location, such as traffic, noise and air quality issues. While the City may receive
more than 10 individual comments, we recommend an approach that would organize comments
according to topical issue and respond to them as a group. This scope also assumes that
responses to comments will not require additional analysis. ICF will prepare the Mitigation
Monitoring and Reporting Plan (MMRP) which will include the detailed mitigation measures
identified in the IS /MND, timing for implementation, and parties responsible for implementation.
Deliverables
• Final MND and MMRP (10 hard copies and electronic copy in MS Word and PDF format)
Assumptions:
• No more than 10 substantive public comments would be received on the Public Draft IS /MND
• Comments will not result in the need for formal response document, new analyses, or
revisions to the initial study
• The City will provide assistance in determining the parties responsible for implementation of
applicable mitigation
Task 6. Attend Meetings and Project Coordination
ICF will be available to attend project coordination meetings with City and BRE staff, and support
City staff at a scoping meeting and public hearings. This scope assumes that ICF staff will attend
and City staff will lead and coordinate the public meetings; however, the scope can be revised if
the City prefers ICF to assist with public outreach, materials, or to otherwise lead this effort.
Assumptions:
• ICF will attend up to four project coordination meetings with City and BRE staff, one scoping
meeting, and two public hearings
• The City will take the lead and provide necessary materials for the scoping meeting and
public hearings, including a court reporter or other means of recording public feedback
• The City will be responsible for notifying the public (via newspaper notices or some other
medium) of the public scoping session and public hearings
Task 7. Draft Notice of Determination and Coordinate Filing
ICF will work with the City to draft the Notice of Determination (NOD) and provide one electronic
copy to the City in electronic PDF format. ICF will also work with the City to ensure that the NOD
is posted with the San Mateo County Clerk along with all applicable fees.
Deliverables
• Notice of Determination in electronic PDF format
• Signed copy of the Notice of Determination suitable for posting with the County Clerk
