7.A. - Page 118 <br /> ATTAC H M E N T 10 <br /> Public Input and Notification <br /> Public input has been sought throughout this process of creating the Mixed Use Corridor zoning <br /> district, and actually commenced during the in depth outreach for the new General Plan some <br /> time ago. During the development of the General Plan, the basic standards for the Mixed Use <br /> Corridor General Plan land use designation were well vetted with the community, including <br /> neighborhood associations located adjacent to Mixed Use Corridor areas. The more detailed <br /> regulations in the draft zoning amendments fall within the overall envelop established in the <br /> General Plan with respect to use, height, density and intensity. Multiple forms of notification, <br /> provision of materials on the City's web site, and numerous televised public hearings insured <br /> that members of the public interested in the General Plan effort were able to be well informed. <br /> Specific to the Mixed Use Corridor Zoning Ordinance effort the following additional notification <br /> and process has occurred: <br /> February 15, 2011 - Planning Commission Study Session: The session was noticed to all <br /> affected property owners within 300 feet of the areas proposed for zoning amendments <br /> (approximately 4,050 notices); the session was announced in a newspaper display ad, and the <br /> session was televised. The Planning Commission took public comment during the session. <br /> At the meeting, the Planning Commission considered public comment and provided the <br /> following direction to staff for incorporation in the forthcoming draft ordinance: <br /> • Flexibility with respect to open space requirements, including Redwood Creek <br /> improvements as public open space <br /> • Adequate setbacks to Redwood Creek <br /> • A wide range of housing types and densities, with no minimum density specified <br /> • Pedestrian orientation including adequate sidewalk width (e.g. minimum twelve feet in <br /> m ost cases) <br /> • Opportunities for row houses and walk-up units with stoops and no side yards <br /> • A mix of commercial land uses <br /> • Appropriate setbacks and height transitions to adjacent properties, especially to nearby <br /> lower density residential neighborhoods <br /> • Appropriate parking regulations with allowances for electric vehicle charging stations <br /> April 5, 2011 - Redwood Oaks Neighborhood Association: Staff presented the concepts for <br /> the Mixed Use Corridor Zoning Ordinance to this neighborhood ground which is located <br /> adjacent to a portion of the Mixed Use Corridor EI Camino Real sub-district. <br /> May 3, 2011 - Planning Commission Hearing: Notice was sent to all affected property owners <br /> within 300 feet of the Mixed Use Corridor areas (approximately 4,050 notices); the hearing was <br /> noticed in a newspaper display ad, was televised, and the City's e-news announcement system <br /> was also utilized. After considering public comment, the Commission recommended adoption of <br /> the Mixed Use Corridor zoning district. <br />
