7.A. - Page 137 3.0 Environmental Analysis <br /> 3.0 Environrnental Anal sis <br /> Y <br /> The 2010 FEI R for the Redwood City General Plan analyzed environmental impacts associated with <br /> adoption and implementation of the General Plan. Adoption of the Mixed Use Corridor District Zoning <br /> Ordinance Amendment is a direct implementation measure of the General Plan (Program BE-1 of the <br /> General Plan) and is part of the project covered by the FEIR. This section reviews the conclusions of the <br /> 2010 FEIR and assesses the potential that changes to the City's zoning regulations, as manifested in the <br /> proposed Draft Mixed Use Corridor District Zoning Ordinance Amendment, would have a new or revised <br /> impact on the environment. <br /> 3.1 Conclusions of the 2010 FEIR <br /> The 2010 FEI R for the Redwood City General Plan examined the impacts associated with the adoption <br /> and long-term implementation of the General Plan. The FEIR concluded that there were significant, <br /> unavoidable environmental impacts, impacts that could be reduced to less than significant with mitigation, <br /> impacts that were inherently less than significant, and impacts that were beneficial. The impacts identified <br /> to be significant and unavoidable were: <br /> Air Quality Impact 4.3-1: The projected population growth allowed by the New General Plan would be <br /> inconsistent with growth projections in the current regional Clean Air Plan, in that the projected population <br /> allowed by the New General Plan would increase at a greater rate than regional projections utilized within <br /> the Clean Air Plan. <br /> Transportation Impact 4.14-1: New development allowed under the New General Plan could cause an <br /> increase in traffic that is substantial in relation to the existing traffic load and capacity of the roadway <br /> system and result in unacceptable service levels on some roadway segments based on current LOS <br /> policy. <br /> Utilities Impact 4.15-4: Development allowed by the New General Plan could generate an increase in <br /> future demand for water supply that is not anticipated to be fully met by the City's existing and future <br /> water supplies. <br /> Global Climate Change Impact 4.16-2: The New General Plan would allow for new development to <br /> occur in areas that may be subjected to tidal inundation if sea level rises; this could place additional <br /> people and structures at elevated risk of exposure to flood hazards associated with long-term sea level <br /> rise. <br /> In total, the 2010 FEIR identified three beneficial impacts, 48 less than significant impacts, 19 impacts <br /> that were less than significant with mitigation, and the four significant and unavoidable impacts above. All <br /> impacts are outlined in Table 1: Comparison of Impacts 2010 FEIR and MUC Zoning Amendment. <br /> 3.2 Chan es in Environrnental Circurnstances since October 2010 <br /> g <br /> Since certification of the FEIR for the General Plan in October 2010, there have been no significant <br /> changes in environmental circumstances. No major development activity has been completed in the <br /> areas under consideration for designation as Mixed Use Corridor Zoning District. However, two new <br /> development projects are proposed in the Mixed Use Corridor District and are currently under review by <br /> Redwood City staff. (Permit application EA 2011-02 and PD 2011-02 for 640 Veterans Boulevard and <br /> Permit application EA 2011-01, PD 2010-01, and TM 2010-04 for 2580 EI Camino Real). Given the <br /> existing urbanized condition of the Mixed Use Corridor District, these development proposals involve the <br /> demolition of existing structures and their replacement with new buildings and uses and do not affect any <br /> previously undisturbed areas. These development proposals implement General Plan policies by <br /> providing higher density residential uses along major transportation corridors.
