4.0 Addendum Determination and 7.A. - Page 164 <br /> 4.0 Addendurn Deterrnination and Findin s <br /> g <br /> 4.1 Addendurn Deterrnination <br /> Redwood City, upon review of the General Plan Program FEIR, determined that the proposed <br /> MUC Zoning Amendment is consistent with General Plan land use policy direction for the Mixed <br /> Use - Corridor land use designation. The MUC Zoning Amendment is part of the program that <br /> was approved in the General Plan Program FEIR. Additional environmental review in the form of <br /> a supplemental EIR, Negative Declaration, or Mitigated Negative Declaration is not required <br /> because no new effects could occur and no new mitigation measures would be required as a <br /> result of the approval of the MUC Zoning Amendment. The analysis in Section 3.0 concludes that <br /> approval of the MUC Zoning Amendment as proposed would not result in any new significant <br /> impacts or substantially increase the severity of significant impacts previously identified in the <br /> Program FEIR for the 2010 General Plan. <br /> 4.2 Findin s Re ardin CE A Guidelines �15162 <br /> g g g Q <br /> Based upon the review of the proposed Draft Mixed Use Corridor District Zoning Ordinance <br /> Amendment, the 2010 FEI R for the General Plan, and the CEQA Guidelines Section 15198(c)(2) <br /> and Section 15162, the City of Redwood City hereby finds the following: <br /> 1. On October 11, of 2011, the City of Redwood City Council certified the Final Program <br /> Environmental Impact Report (FEIR) for the New General Plan for Redwood City (State <br /> Clearinghouse No. 2010052034). The City Council also adopted by resolution the New <br /> General Plan, which represented a comprehensive update of the document. <br /> 2. The FEIR identified the following unavoidable significant environmental effects associated <br /> with the adoption and long-term implementation of the General Plan: <br /> Air Quality Impact 4.3-1: The projected population growth allowed by the New General <br /> Plan would be inconsistent with growth projections in the current regional Clean Air Plan, <br /> in that the projected population allowed by the New General Plan would increase at a <br /> greater rate than regional projections utilized within the Clean Air Plan. <br /> Transportation Impact 4.14-1: New development allowed under the New General Plan <br /> could cause an increase in traffic that is substantial in relation to the existing traffic load <br /> and capacity of the roadway system and result in unacceptable service levels on some <br /> roadway segments based on current LOS policy. <br /> Utilities Impact 4.15-4: Development allowed by the New General Plan could generate <br /> an increase in future demand for water supply that is not anticipated to be fully met by the <br /> City's existing and future water supplies. <br /> Global Climate Change Impact 4.16-2: The New General Plan would allow for new <br /> development to occur in areas that may be subjected to tidal inundation if sea level rises; <br /> this could place additional people and structures at elevated risk of exposure to flood <br /> hazards associated with long-term sea level rise. <br /> 3. Based on the analysis in the FEIR, all other impacts were found to be either less than <br /> significant with mitigation incorporated, less than significant, or beneficial. <br /> Redwood City Mixed Use Corridor District 43 Addendum to General Plan FEIR <br /> Zoning Ordinance Amendment <br />
