7.A. - Page 165 4.0 Addendum Determination and Findings <br /> 4. Between October 11, 2010 and May 2011, City of Redwood City staff and consultants <br /> prepared revisions to the Zoning Ordinance consisting of: <br /> a) Drafting of a new Mixed Use Corridor District Article of the Zoning Ordinance. The new <br /> Mixed Use Corridor District has five sub-districts with unique development regulations. <br /> b) Drafting of revisions to Article 30: Off-Street Parking and Loading to implement the new <br /> Mixed Use Corridor District. <br /> c) Drafting of revisions to Article 2: Definitions associated with the new Mixed Use Corridor <br /> District Article of the Zoning Ordinance. <br /> d) Drafting of revisions to Article 33: Nonconforming Lots, Uses, Structures, and Parking <br /> associated with the new Mixed Use Corridor District. <br /> e) Drafting of revisions to Article 3: Designation of Districts associated with the new Mixed <br /> Use Corridor District Article of the Zoning Ordinance. <br /> f) Drafting of revisions to the official Redwood City Zoning Map to achieve consistency with <br /> the General Plan Land Use Map. <br /> 5. Pursuant to Section 15162(a)(1) of the CEQA Guidelines, the proposed Draft Mixed Use <br /> Corridor District Zoning Ordinance Amendment and the revisions to Articles 2 and 30 <br /> resulting from the preparation of the Draft Mixed Use Corridor District Zoning Ordinance <br /> Amendment do not constitute "substantial changes" to the project. <br /> 6. Since certification of the 2010 FEIR, no major redevelopment activity has occurred in the City <br /> of Redwood City. Thus, pursuant to Section 15162(a)(2) of the CEQA Guidelines, no <br /> substantial changes have occurred regarding the circumstances under which the project is to <br /> be undertaken. <br /> 7. The unavoidable significant environmental effects identified in the 2010 FEIR are associated <br /> with the long-term build-out of properties in Redwood City pursuant to General Plan land use <br /> policy and the implementation of those policies through application of the Zoning Ordinance. <br /> The proposed Draft Mixed Use Corridor District Zoning Ordinance Amendment will not <br /> change land use policies or allow for any intensification of use beyond that which was <br /> analyzed in the 2010 FEI R. Thus, pursuant to Section 15162(a)(3) of the CEQA Guidelines, <br /> no new information suggests that the MUC Zoning Amendment will have any additional <br /> significant effects not previously identified, nor any significant effects will be more severe than <br /> previously shown, no mitigation measures previously identified as infeasible are now feasible, <br /> and there are no mitigation measures or alternatives associated with the MUC Zoning <br /> Amendment that are considerably different from those analyzed in the FEIR that would <br /> substantially reduce one or more significant effects on the environment. <br /> Based on the analysis contained in this document and the above findings, the City of Redwood <br /> City hereby determines that the scope of environmental impact associated with the adoption of <br /> the Mixed Use Corridor District Zoning Ordinance Amendment was fully and adequately <br /> addressed in the 2010 FEIR for the New General Plan for Redwood City.
