6.1.A. - Page 27 <br /> for a bowling alley and a hotel with a creek running through it s lobby. A third Council <br /> Member shared his interest in having financial feasibility, conformance with the <br /> Downtown Precise Plan and the vision to do this in a timely manner. He also supports <br /> some flexibility on the part of the city to mitigate certain issues like the creek and the <br /> possibility of creating a Maintenance District. Another Council Member is supportive of <br /> these items but she wants the City Manager to work closely with the Council. This <br /> Council Member shared her excitement about this. Another Council Member is looking <br /> for a plan that benefits the whole downtown and this is his main criteria for the selection <br /> of the project. This Council Member does not want to stall but instead pick up and take <br /> advantage on this momentum. <br /> Vice Mayor Aguirre asked about parking trends and volume and Mr. Zack provided <br /> details. She inquired how High Speed Rail might impact this plan and Mr. Zack said <br /> that staff is monitoring it but it is too early to tell. Another Council Member pointed out <br /> that the High Speed Rail Authority is feeling pressure to stay within the existing Caltrain <br /> corridor. Mayor Ira said he is excited about this and he hopes that we have flexibility in <br /> the replacement of certain items. He likes the hotel idea but it might not be doable. <br /> City Manager Bell explained that the next steps would be a potential RFP process or <br /> under the RDA (via a transfer) move this property to the RDA and then work exclusively <br /> with a developer. <br /> Public Comment: <br /> Ed Storm, from Hunter/Storm LLC, said that he and his partner would like to build here <br /> and he shared various ideas on appropriate uses consistent with the Precise Plan. <br /> They would like to have staff enter into negotiations with the developer and he provided <br /> reasons why he believes they are best suited. He noted they are purchasing two <br /> properties in the area. <br /> One Council Member inquired about possible consequences associated with moving <br /> forward with an RDA process and then the State disbanding it. Ms. Thompson clarified <br /> that the City could enter into an Exclusive Rights to Negotiate and then if the State took <br /> some action the city would have the opportunity to switch into a different mode. Another <br /> Council Member pointed out that she likes to have all the information on the table and <br /> she does not like being told in increments that there are developers sharing plans with <br /> staff. Mr. Bell noted that maybe that could have been shared with Council in the report <br /> and he took responsibility for the omission. <br /> Mr. Bell summarized the two concurrent tracks that staff will pursue: 1) looking at it <br /> under the RDA and 2) a potential RFP process. One Council Member suggested <br /> keeping in mind the bowling alley. <br /> 8. MATTERS OF COUNCIL INTEREST <br /> A. City Council Members Reports of Conferences/Meetings Attended <br /> -Council Member Bain reported on the C/CAG bicycle pedestrian advisory committee <br /> and recently there was a tour that was very well attended.
