6.1.B. - Page 1 <br /> To the Honorable Mayor and City Cou nci I <br /> From the City Manager <br /> J u ne 13, 2011 <br /> SUBJECT <br /> Third Amendment to the Agreement for Animal Control Services between the City of <br /> Redwood City and the County of San Mateo. <br /> RECOMMENDATION <br /> By motion, extend the current contract agreement with the County of San Mateo for the <br /> provision of animal control services through June 30, 2015. <br /> BAC KG RO U N D <br /> The County of San Mateo contracts with the Peninsula Humane Society (PHS) for <br /> shelter and animal control services to all cities and the unincorporated areas of the <br /> County. The twenty cities of the County have historically contracted with the County for <br /> the provision of those services. The current service agreement which was approved by <br /> the City Council in 2007 is in effect through June 30, 2011. Copies of the 2007 <br /> agreement and the original 2003 agreement are on file with the City Clerk. The cities, <br /> the County of San Mateo, and Peninsula Humane Society desire to extend the current <br /> agreement for animal control services through June 30, 2015. This will be the third <br /> amendment to the agreement for services approved in 2003. <br /> The cost for each city's share is determined by the County, based upon a service cost <br /> formula. The County will annually calculate a percentage breakdown, based upon a <br /> report of the services provided to each city, provided to the County by the Peninsula <br /> Humane Society. The percentage distribution for each city for a given year will be based <br /> on an average of service costs over the three calendar years prior to the year in <br /> question. Redwood City's percentage share of the agreement will vary somewhat each <br /> year as service volumes from multiple years are averaged. <br /> Currently the City's percentage share for the agreement is 13.25%. The final annual <br /> percentages will not be precisely determined until the actual annual levels of service <br /> provided to Redwood City are known. Additionally, the actual annual county wide costs <br /> (on which cities' shares will be based) will take into consideration the annual expenses <br /> and revenues for any animal control and licensing services the County provides beyond <br /> those provided by PHS (such as licensing, processing/maintaining dangerous and <br /> vicious animal hearings, service animal designations, and spay/neuter voucher <br /> program, etc.). Over the last four years, that final annual county wide cost to be shared <br /> by the cities/County has typically been an average of 18% lower than the PHS contract <br /> amount. <br />
