6.1.B. - Page 2
Shown below are the initial total county wide annual costs (before taking into account
the County's actual expenses/revenues), and the City's estimated annual costs based
on the current 13.25% distribution for Redwood City.
Fiscal Year Countv wide Cost Redwood Citv's Share estimated
2011— 12 $5,236,875 $693,886
2012 — 13 $5,417,797 $717,858
2013 — 14 $5,608,170 $743,083
2014 — 15 $5,944,135 $787,598
The cities and County may also be responsible for their appropriate portions (based on
the same formula and percentage distribution as the annual fees) of an additional
$50,000 per fiscal year, which would be forwarded by the County to PHS for its use to
complete requested and approved maintenance and repairs to the animal control
services facility.
In each fiscal year of the contract, the additional repair and maintenance funds would
not be paid until after PHS has expended specified minimum amounts on deferred
repairs and maintenance (an amount of up to $400,000 over the term of the four year
period covered by this amendment). Redwood City's estimated share of these annual
repair and maintenance funds would amount to an additional $6,625 per fiscal year.
Finally, County Dispatch will invoice the cost for after-hours/holiday calls for animal
control and licensing, to be paid by the County and the cities by the same percentage
distribution as their annual fees. This cost fluctuates from year to year, but can be up to
$80,000 per year. Redwood City's estimated share of the County Dispatch fees would
be up to $10,600 annually.
ALTERNATIVES
Currently there are no viable alternatives available to the City for animal control
services.
FISCAL IMPACT
Sufficient funds are included in the recommended 2011-2012 general fund budget to
finance the estimated payments as detailed above for those upcoming fiscal years.
Should the Council enter into this agreement, funding will also need to be included in
subsequent years' budgets to finance the City's obligations under this agreement.
ENVIRONMENTAL REVIEW
Not applicable.
ATTAC H M E N TS
1. Third Amendment to Agreement for Animal Control and Shelter Services
Between Redwood City and the County of San Mateo
2. Third Amendment to Agreement for Animal Control and Shelter Services
Between the Peninsula Humane Society and SPCA, and the County of San
Mateo
